THE ROLE
The Turnaround Office provides accountability and support to underperforming districts and schools, so they can achieve equity and excellence for all students. It is the mission of the Turnaround Office to provide support and technical assistance aligned to the CSDE Turnaround Framework, so that districts and schools will create systems to improve student outcomes.
Showcase your experience applying data driven decision making, as well as improvement and implementation science. Utilize your experience with the philosophy and methods of education, with emphasis on educational administration and management related to school improvement and transformation. You will use your professional management skills while providing supervision and evaluation of staff. It will be vital to develop positive relationships with district and school leadership. PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Departments of Aging and Disability Services and Education this class is accountable for directing the operation of an education services bureau.
EXAMPLES OF DUTIES
- Directs Education programs and staff activities and manages all related functions;
- Develops comprehensive long and short-term goals and objectives which support educational initiatives and agency mission;
- Participates and makes recommendations in review and formulation of agency policy, program priorities, funding, legislation and regulation;
- Develops or assists in the development of educational programs in area of specialty;
- Provides consultant services for these programs and services;
- Interprets and administers pertinent laws within assigned bureau;
- Controls fiscal operations within bureau by determining priority of expenditures of financial and related resources;
- Evaluates and assesses staff performance;
- Responds to inquiries from the public, Governor’s office, and federal, state and local educators concerning education initiatives and programs;
- Maintains statewide responsibility for all bureau programs and activities and represents agency and state in related activities as required;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- and ability to interpret and apply relevant state and federal laws, statutes and regulations;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
An earned advanced degree and ten (10) years of experience in the field of education or in a related area.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been at the full advanced working level in the oversight of the development or administration of an educational bureau, system, operation, school or service.
NOTE: For state employees, this experience is interpreted at the level of an Education Consultant.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- A 092 certificate (Intermediate Administrator), or 093 certificate (Superintendent), or Sixth Year Diploma in Educational Leadership, or an Ed.D. (Doctorate in Educational Leadership) may be substituted for one (1) additional year of the General Experience.
- An advanced degree and three (3) years of managerial experience in the oversight of the development or administration of an educational bureau, system, operation, school or service may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
- Experience with the State Alliance District Program
- Possess an Intermediate Administration or Supervision Certification (092)
- Experience working with school turnaround and school improvement science
- Experience with public school administration and the functions of school and district systems including operations, academic programming, and staff culture and climate
- Experience with budgetary preparation and fiscal management including grant expenditures
- Experience applying state and federal laws, statutes, and regulations to Alliance Districts, Commissioner’s Network and the Every Student Succeeds Act
SPECIAL REQUIREMENTS
Incumbents in this class may be required to possess an appropriate certificate issued by the State Board of Education.
