The State of Connecticut, Department of Administrative Services (DAS), is now accepting applications for an exciting Human Resources Specialist (Job Classification & HR Consultation) role within the Talent Solutions Division, Classification and Consultation Unit.

THE ROLE: 
We are a diverse and dedicated team that provides a vast array of human resources support and consultation to Connecticut State agencies. You will work with agencies to:
  • Conduct research, job audits, and other research to revise and/or establish new job classifications 
  • Assist agencies with organizational analysis and review
  • Review and approve agency position management requests
  • Research and analyze historical documentation
  • Create job postings in our applicant tracking system and certify eligible lists for agencies to hire from

POSITION HIGHLIGHTS:
  • Monday-Friday
  • Full-time 40 hours/week (work schedule flexibility is required to meet the demands of the job)  
  • 1st Shift (8:00am - 4:30pm or 8:30am to 5:00pm) 
  • Centrally located in Hartford, CT (450 Columbus Blvd) with easy access to all major highways

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services (DAS), this class is accountable for independently performing a full range of professional human resources duties within a specialized service delivery team or a unit with statewide impact.

EXAMPLES OF DUTIES

  • Revise job classifications and conduct research in support of new or revised job classifications
  • Perform job audits, job analysis, and other classification-related studies
  • Perform organizational analysis and review  
  • Participate in the reclassification grievance process
  • Develop and maintain mandatory lists for the re-employment of employees impacted by layoff, demotion in lieu of layoff, etc. 
  • Learn and gain an understanding of State agency missions and workplaces
  • Interpret, coordinate, and maintain compliance with human resources laws, regulations, policies, and procedures
  • Build job postings, create exam plans, and certify applicant lists within JobAps, the State's Applicant Tracking System (ATS)
  • Train other State Human Resources professionals on human resources tools and topics
  • Provide regular human resources-related analytics for various business purposes
  • Participate in projects as assigned
  • Other ad hoc tasks, researching, and reporting as assigned

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • relevant state and federal laws, regulations, policies and procedures;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in human resources or equal opportunity/affirmative action or labor relations management.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the junior working level in human resources management.

NOTE: For state employees this experience is interpreted at the level of a Human Resources Associate, Human Resources Generalist 1 or Equal Employment Opportunity Specialist 1.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. 
  • A Master's Degree in human resources management, labor relations, business administration, public administration or a closely related field or a law degree may be substituted for one (1) additional year of the General Experience.
  • For state employees one (1) year as a Human Resources Associate or Human Resources Generalist 1 may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

  • Bachelor’s degree by closing date.  
  • Experience writing and proofreading job descriptions, policies, or standard operating procedures.
  • Experience interpreting statutes, policies, contracts, or laws and applying that information in a human resources environment.
  • Experience using an applicant tracking system or human resources information system. 
  • Experience using Microsoft Excel comparing and organizing data using conditional formatting and formulas.
  • Experience independently prioritizing workload responsibilities, following directions to complete a task, and adhering to deadlines.
  • Experience using One Drive or other cloud storage platforms. 
  • Experience analyzing information and providing recommendations and solutions.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
  • Incumbents in this class may be required to travel.
