Introduction

The State of Connecticut, Department of Public Health (DPH) is seeking an experienced and qualified individual to join our Office of Public Health Workforce Development team as Public Health Services Manager.  This newly established position will be supported by funds received by the Department through the CDC Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems Grant.    

The individual hired into this position will report directly to the Director of the Office of Public Health Workforce Development (PHWD) and will be responsible for overseeing the grant activities related to new and existing public health academic degree programs located at Institutions of Higher Education (IHEs) within the state designed to build the future public health workforce pipeline.  

In this role, discover the opportunity to:

  • Work with IHE public health programs to ensure that national curriculum and matriculation standards for public health academic degree programs in the state are continuously met.
  • Work with IHE public health program partners to ensure that instructional content remains up-to-date, that programs align with the current standards for public health professional training (including significant content addressing health equity and mental health), that program training is appropriate for the current needs of state and local public health agencies (including instructional content across all 10 Essential Public Health Services).
  • Work with internal and external partners to develop and maintain a new system and standards for experiential learning that ensure public health students are receiving appropriate and high-quality learning experiences in the field and that efficiently and effectively matches students needing contact hours with placement sites interested in precepting interns and fellows on a rolling basis.
  • Work with CTState (formerly the CT Community College System) to develop, market, and launch a new Associate's in Public Health degree program and certificate programs at Community Colleges across the state.
  • Collaborate with the Evaluation and Performance Data Supervisor to evaluate benchmarks and continuous improvement metrics for newly established and existing academic programs in public health against diversity and job readiness performance metrics, including that characteristics of enrolled and graduating student cohorts are appropriately diverse and equitable.
  • Work collaboratively with sub-grantee academic partners to determine appropriate evaluation processes and reporting metrics to be part of contract and routine non-contractual deliverables to DPH.

This position is conveniently located in Hartford, CT. The work schedule for this position is typically Monday - Friday, 40 hours per week. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health this class is accountable for directing statewide activities of public health programs and/or directing the staff and programs of a large section of the department.

EXAMPLES OF DUTIES

  • Directs staff and operations of a public health program; 
  • Coordinates, plans and manages office activities;
  • Formulates program goals and objectives; 
  • Assists in preparation of office budget; 
  • Maintains contacts with individuals, other operating units and outside agencies that may impact on program activities;
  • Implements new procedures and procedural revisions;
  • Recommends appropriate staffing levels; 
  • Administers state and federal regulations pertaining to division;
  • Exercises responsibility for maintaining program integrity; 
  • Responds to inquiries from out of state agencies and the general public regarding public health services; 
  • Prepares reports as necessary; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience in a health organization.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity with responsibility for the planning, development and execution of a comprehensive health or health related program.

NOTE: A health organization is defined as a large multi-dimensional agency with responsibility for developing, administering or regulating health programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
  • A Master’s degree in public health, health education, health care administration, nursing, other health related fields, or public administration may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience managing programmatic activities related to public health or healthcare workforce development.
  • Direct hands-on experience using CDC grants management and reporting systems (e.g., REDCap, Grant Solutions, etc.).
  • Experience utilizing CT state administrative systems, or comparable systems, for grants and contracts management.
  • Experience managing collaborative programmatic activities between a state agency and an institution of higher education.

SPECIAL REQUIREMENTS

  • Statewide Oral Health Program incumbents in this class must possess and retain a license to practice dentistry in Connecticut or must possess and retain a license as a Registered Dental Hygienist in Connecticut.
  • Women, Infants and Children Program incumbents in this class must possess and retain certification as a Registered Dietitian.
  • Incumbents in this class may be required to travel.
