Introduction

 

The State of Connecticut, Division of Criminal Justice (DCJ) is responsible for the investigation and prosecution of all criminal matters in the State of Connecticut. It is an independent agency of the executive branch of state government, established under the Constitution of the State of Connecticut. The Division of Criminal Justice is composed of the Office of the Chief State's Attorney, located in Rocky Hill, Connecticut, and the Offices of the State's Attorneys for each of the thirteen Judicial Districts in the State of Connecticut.

We are recruiting for a full time, forty (40) hours per week, DCJ Human Resources Specialist. This position will assist the HR Director on the day-to-day operations of the unit. This position is located at the Office of the Chief State's Attorney in Rocky Hill, CT, with core hours of 8:00 AM to 5:00 PM, Monday through Friday.

NOTE:  The incumbent will be required to complete a background check.

Selection Plan

In order to be considered for this job opening, you must be a current State of CT employee, who has worked for the state for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language, and meet the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Division of Criminal Justice, Office of the Chief State's Attorney, this class is accountable for performing a full range of complex professional and technical duties relating to human resources management.

EXAMPLES OF DUTIES

Reviews and maintains knowledge of collective bargaining contracts, personnel policies and procedures; confers with employees and superiors on personnel issues; analyzes problem situations and takes or recommends appropriate action; administers service rating function; counsels and refers employees to assistance programs; assists in the administration of progressive discipline; screens, interviews, refers and recommends candidates for employment; develops materials for special recruitment programs; conducts orientation sessions; advises employees of benefit programs; processes personnel records and transactions; maintains personnel information systems; prepares or oversees the preparation of reports; performs job audits; consults with DAS/ Human Resources Business Center on issues of classification, compensation, and policy; ensures proper implementation of compensation plans; trains new staff in personnel policy and office procedures; assists in developing agency training programs; develops personal service agreements; serves on labor contract negotiating teams; may represent the agency in grievances and other hearings; assists in implementation of affirmative action policies and procedures; verifies payrolls concerning compliance with collective bargaining agreements; may investigate complaints regarding job health and safety; processes all workers' compensation matters; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of public personnel administration including recruitment, selection, classification, salary administration, employee relations, affirmative action, employee benefits and workers compensation; knowledge of relevant federal and state statutes, regulations and policies; knowledge of payroll regulations, preparation and procedures; considerable interpersonal skills; considerable written and oral communication skills; interviewing skills; negotiation and conflict resolution skills; ability to interpret collective bargaining contracts; ability to counsel employees; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in human resources management involving recruitment, selection, classification, compensation, employee relations or employee benefits.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's Degree in public administration, human resources management or other closely related field may be substituted for one (1) additional year of the General Experience.
3. For state employees one (1) year as a Human Resources Associate may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Experience working within the JobAps system, which would include reviewing applications, narrowing down applicant lists to those most qualified, and managing certifications from initial posting to closure.  
  • Experience advising and working with hiring managers on interview questions, conducting interviews and evaluating applicants.
  • Experience with business rules and salary calculation guidelines maintained by the Department of Administrative Services.
  • Experience interpreting and following bargaining unit contracts regarding transfers, promotions and salary schedules.
  • Experience conducting orientations and on-boarding new hires.
  • Experience in processing of CORE transactions and CORE reports.
  • Experience in auditing Personnel Files for processing of retirements.  
  • Experience in processing leaves of absences to include FMLA and military leave.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's License.
