The State of Connecticut, Office of Health Strategy (OHS) is seeking a qualified individual to serve on our team as a Legislation and Regulations Specialist. This position is a key role and will act as the legislative liaison for our entire agency.

POSITION HIGHLIGHTS:
  • Work Schedule: Typically Monday - Friday
  • Work Hours: Full-time, First Shift, 40 hours per week
  • During the legislative session, this role will require evening and weekend hours, as well as a presence at the State Capitol and Legislative Office Building.

WHAT YOU'LL BE DOING:
  • Representing OHS to the Legislature and lead our strategy in developing policy positions, drafting, and providing testimony
  • Helping to fulfill our central statutory obligation of developing and implementing a cohesive health care vision for the state
  • Responding to the myriad of health care issues and topics that are considered every legislative session to ensure they align with the Governor’s vision and OHS policy priorities
  • Developing legislative and external relationships, interpreting law, and leading the legislative passage of our policy priorities
  • Articulating our initiatives proactively and effectively with the public and relevant stakeholders
  • Strategically promoting our developed vision to state and federal actors

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a State agency, this class is accountable for performing as a specialist in the legislative and regulations program.

EXAMPLES OF DUTIES

Performs specialized related duties in the area of legislation and regulation; reviews statutes, legislation, and regulations affecting the operation, procedures and policies of a department; recommends and drafts legislative initiatives; recommends changes in regulations to implement legislation, improve procedures and generally facilitate the operations of a department; researches issues or complaints and recommends resolutions or courses of action; establishes and maintains documentation of the department's legislation; canvases bills introduced in the legislature for their effect on the operations of the department; follows progress of critical bills hearings, and keeps department officials informed of appropriate developments in the legislation, regulations, procedures or policy; represents the department at appropriate meetings or hearings; maintains liaison with individuals in other departments, legislative committees and others as required to coordinate legislative initiatives to keep informed of developments or to provide expertise in the area of legislation/regulations; prepares narrative reports; coordinates and analyzes statistical data of a department or agency for the General Assembly to illustrate trends, effects and consequences of changes in statutes; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of federal and state legislative processes; considerable interpersonal skills; considerable oral and written communication skills; ability to interpret, understand application of and translate into lay language complex laws and regulations; ability to interpret statistical and other research data; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience having as its principal responsibility the preparation, analysis and research of legislation or regulations or monitoring and coordinating of legislative activities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in political science or public administration may be substituted for one (1) additional year of the General Experience.
3. A law degree from an accredited school of law may be substituted for two (2) additional years of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience working as the lead representative of an organization
  • Experience articulating fiscal and policy impacts of proposed bills and initiatives with lobbyists, external stakeholders, Executive Branch Agencies, the Governor’s Office, and the Legislature
  • Experience developing concepts for drafting, tracking, and negotiating legislative bill language
  • Experience providing guidance to senior leadership on strategic communications, government relations, and legislative and policy strategy
  • Experience addressing urgent legislative and communication needs with judgement, discretion and timeliness
  • Experience multi-tasking, prioritizing competing demands, and meeting tight deadlines with multiple high priority tasks
