The State of Connecticut Department of Transportation (DOT) is now accepting applications for a Transportation Engineer Trainee (TET) position, in the Environmental Compliance section, at our headquarters in Newington, Connecticut.

  • Salary Note: New hires to State service start at Paygrade FS 18, step 5, currently $69,128 annually
THE ROLE:
DOT’s Environmental Compliance section seeks applications for a Transportation Engineer Trainee (TET) that will specialize in the technical and highly sought-after field of environmental engineering. The primary focus of the Environmental Compliance section is to provide engineering support to many of the Department of Transportation’s day-to-day operations and to the Department’s capital projects for highways, railways, bridges, and related maintenance and transit facilities. Engineers in the Environmental Compliance section provide technical guidance on matters related to regulated wastes, regulated building materials like asbestos and lead paint, polluted media like soil and groundwater, permitted wastewater discharges, and
MS4 stormwater compliance.

PROMOTIONAL OPPORTUNITY: 
Transportation Engineer Trainees receive training to develop technical engineering skills and knowledge. After successfully completing a one-year training program, trainees are eligible for promotion to the target class of Transportation Engineer 1 (Engineering) or Transportation Engineer 1 (Construction Engineering). After successfully completing two years as a Transportation Engineer 1, engineers are eligible for promotion to Transportation Engineer 2.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority, this class is accountable for receiving training in introductory professional engineering work for the development of technical and professional transportation engineering and transportation construction engineering skills and knowledge in order to qualify for advancement in the field of transportation engineering.

EXAMPLES OF DUTIES

The DIVISION OF FACILITIES AND TRANSIT consists of the Facilities Design, AEC Applications, Environmental Compliance, and Engineering Services (Pavement Design and Utilities Coordination) units.  The Environmental Compliance section is responsible for reviewing capital projects’ designs for highways, railways, bridges, and related maintenance and transit facilities for the purpose of verifying or developing compliance solutions for activities that may affect regulated construction materials, polluted soil or groundwater, and the quality of stormwater runoff. Engineer Trainees in the Environmental Compliance section will assist with the technical investigations needed to determine the presence or extent of pollution in the environment. The Environmental Compliance section coordinates the surveys and abatements for asbestos and other hazardous building materials that may be found in the Department’s existing infrastructure and facilities. The Environmental Compliance section provides Department-wide compliance support on matters related to the quality of stormwater associated with MS4 transportation infrastructure.  

Performs a wide variety of increasingly difficult duties as technical skills are acquired during course of training period.

KNOWLEDGE, SKILL AND ABILITY

General knowledge of basic transportation engineering theories, principles and methods; skill in use of drafting and calculating instruments and other computer applications; considerable ability in performing mathematical computations, making neat and accurate drawings and preparing minor design and structural details.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Possession of a Bachelor's degree.
NOTE:
  1. If the target job classification has a Minimum Qualification that requires specific licensure and/or the Bachelor's degree to be in a specific area(s), then these specific licensures and degree areas are required for appointment to the Transportation Engineer Trainee classification.
  2. Candidates cannot be appointed until all degree requirements are complete.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. Possession of Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the General Experience requirement.
2. Possession of Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the General Experience requirement.
NOTE: The following additional substitutions are allowed for the Target Class of Transportation Engineer 1 (Construction Engineering):
1. Possession of Land Surveyor (LS) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the General Experience requirement.
2. Possession of Land Surveyor-In-Training (LSIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the General Experience requirement.
3. Possession of at least Level III certification, from the National Institute for Certification in Engineering Technologies (NICET), in one of the following Civil Engineering Technology Programs may be substituted for the General Experience requirement:
a. Transportation Construction Inspection Program - Highway Construction Inspection.
b. Construction Materials Testing Program - Asphalt or Concrete.
c. Transportation Program - Highway Materials, Highway Surveys or Highway Construction Inspection
4. Possession of a Level III Survey Technician Certification from the National Society of Professional Surveyors may be substituted for the General Experience requirement.
5. Possession of an American Welding Society (AWS) Certified Welding Inspector (CWI) certification, at the level of a Welding Inspector (WI) or above, may be substituted for the General Experience requirement.

PREFERRED QUALIFICATIONS

  • Possession of an environmental engineering degree, or possession of a civil engineering degree with a concentration or minor in environmental engineering
  • Academic coursework, internship, or work history experience in position-relevant engineering area
  • Experience with Geographic Information Systems (GIS) software or applications
  • Education or experience with interpreting construction plans and specifications
  • Experience implementing or reviewing stormwater quality best management practices
  • Completion of the Fundamentals of Engineering (FE) exam

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from highway, construction site, or on-site environments and a moderate degree of discomfort from year round weather conditions.
