The Connecticut State Department of Education (CSDE) is now accepting applications for the exciting position of Associate Education Consultant with the newly established Office of Dyslexia and Reading Disabilities (ODRD). The ODRD ensures that current scientific reading research, including the principles and practices of Structured Literacy, informs the preparation of all educators so they can effectively identify and meet the individualized literacy needs of K-12 students with reading disabilities, including dyslexia, as outlined in Public Act 21-168.

Position Responsibilities: 
This Associate Education Consultant will play a key role in shaping the preparation of Connecticut’s educators and will assist the ODRD in developing:
  • A set of structured literacy and dyslexia competency targets to be met by certification applicants based on certification type and level, with primary contributions to standards associated with phonemic awareness, phonics and word recognition, and fluent reading of text.
  • An Educator Preparation Program (EPP) accreditation and audit model to verify that adopted structured literacy and dyslexia competency targets are being adequately addressed by EPPs.
  • A list of sample course assignments and evaluations aligned with the adopted structured literacy and dyslexia competency targets for consideration by EPPs.
  • Model structured literacy and dyslexia in-service training programs for use by local and regional boards of education.
  • A verification protocol to assist the Bureau of Educator Standards and Certification with verifying that applicants for a certification have met specific clock hour, content, and practicum experiences aligned with the adopted structured literacy/dyslexia competency targets and existing legislation. 
In addition, this Associate Education Consultant will:
  • Providing guidance and support to EPPs engaging in curriculum and program revision efforts undertaken to ensure that their candidates are prepared to meet adopted structured literacy and dyslexia competency targets.
  • Align webinar modules and trainings developed or endorsed by the Department with adopted structured literacy/dyslexia competency targets.
  • Assist with EPP accreditation audits.
  • Provide guidance and support to local and regional boards of education on the use of model structured literacy and dyslexia in-service training programs developed for their use.
  • Liaise with staff from multiple offices, including certification, educator preparation program approval, special education, and academics as well as with external stakeholders.

In the Departments of Aging and Disability Services, Education, and the Connecticut Technical Education and Career System assists in planning and executing programs of extensive difficulty and scope for the improvement of education in the State.


Assists a Bureau Chief or Education Consultant in supervising various educational programs and services offered by the State; assists in the development and administration of certain programs of major importance or may develop and administer other programs within the framework of bureau policy; provides professional leadership and guidance to school authorities, professional organizations, students and various community groups and individuals; may assist in directing the routine functioning of the bureau; performs related duties as required.


Considerable knowledge of the philosophy and methods of education with particular reference to the field concerned; teaching skill; ability to prepare reports; ability to deal effectively with others.


An earned advanced degree and five (5) years of professional experience OR in lieu thereof an equivalent combination of experience and training approved by the Board of Education.


  • Master’s degree or higher in Elementary Education, Special Education, or Remedial Reading and Language Arts
  • Certification in one of the following areas: elementary education, special education, or remedial reading and remedial language arts
  • Experience identifying students at risk for or with dyslexia
  • Experience delivering presentations about dyslexia or structured literacy to educators
  • Experience working with internal and external stakeholders in the field of education


Incumbents in this class in certain positions may be required to possess an appropriate certificate issued by State Board of Education.
