The Department of Administrative Services, Office of Education and Data Management (OEDM), is currently accepting applications for a Training Program Coordinator. OEDM performs credentialing responsibilities, including training and assessment examinations, and records tracking and maintenance for building and fire code enforcement officials, as well as offers code-related instruction to allied trade and design professionals.

The Role:
The Training Program Coordinator role will oversee the assessment and testing processes for OEDM's pre-credentialing programs, credentialing examinations, and online continuing education training. The Training Program Coordinator will work both independently and with Subject Matter Experts to develop and maintain an up-to-date bank of exam questions as well as administer and grade exams in-person and online, and perform basic analysis of item and exam outcomes to review and recommend changes to programs and test items based on those results. OEDM hosts live, in-person classes as well as remote and online programs, so it is important for the Training Program Coordinator to have experience overseeing the development, delivery, and administration of hybrid and online learning as well as more traditional modalities. Additional duties include:
  • Needs assessment
  • Developing and aligning learning objectives
  • Working with a variety of authoring and content creation software, to develop or edit in-house programs
  • Collaborating with outside training organizations, and evaluating outside programs
  • Lead OEDM's online trainer(s), and serve as a point of contact for outside instructors and contract providers, in online instruction and e-learning related matters, including our LMS provider
  • Responsible for many of OEDM's online communications, including writing and/or overseeing emailed program announcements, website changes, and updates
  • The creation and analysis of online research surveys to explore the needs of the Code enforcement communities
  • Post-program surveys to recommend improvements to programs and gauge student feedback 
  • Performs related duties as required
The Training Program Coordinator will also be a key member of the team serving as administrators for our Learning Management System (LMS) and will oversee many aspects of OEDM's online training initiative including development, delivery, and evaluation of online continuing education courses and webinars for licensed building code officials and certified fire officials.

Selection Plan

In order to be considered for this job opening you must be a current State of CT employee, who has worked for the state for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language, and meet the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for planning, developing and implementing an entire training program.

EXAMPLES OF DUTIES

Plans, develops, coordinates and evaluates a comprehensive training program; establishes and coordinates training calendar; conducts needs assessments; develops training program objectives; researches and develops course curricula, outlines and content; selects and develops training methods and materials; researches learning material and resources; provides direction to subject matter experts utilized within training program and provides train-the-trainer services within program area; monitors and evaluates training program outcomes including instructor performance, participant progress and consumer satisfaction; provides technical assistance and consultation to agency managers and/or staff of organizations which participate in particular training program(s); organizes and maintains up to date training materials for courses within training program and may coordinate distribution of materials to instructors as needed; may provide consultative services to agency managers regarding organization development; may conduct some training classes; performs related duties as required

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and techniques of inservice training and staff development; considerable knowledge of educational methods and techniques; knowledge of relevant state and federal laws, statutes and regulations; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to assess training needs and determine objectives; ability to utilize computer software; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of professional experience in training, staff development or adult education.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have primarily consisted of planning, developing, coordinating or implementing an inservice training or staff development program.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four years for a Bachelor's degree.
2. A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience conducting needs assessments to identify content areas required to coordinate a series of training modules within a technical content area.
  • Experience implementing technological and instructional requirements for blended hybrid and online learning both for developing e-learning offerings and for live programs. 
  • Experience working as an Administrator within a Learning Management System and Student Information System.
  • Experience with the administration of tests and assessment examinations within high-stakes testing programs from development to deployment, proctoring to reporting.  
  • Experience using student performance data for use in refining credentialing examinations and training programs.
  • Experience working with Subject Matter Experts to develop materials supporting technical training programs.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess specialized certifications for designated positions prior to appointment.
2. Incumbents in this class may be required to travel.
3. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
