THE ROLE

We are seeking a ERP Financials Business Analyst for our Core-CT Division.  The individual in this role will:

  • Apply knowledge of Peoplesoft or ERP in all financial modules.  
  • Support the Core-CT Financials Help Desk; 
  • Work with the Financial/Supply Chain team and supporting the processing of purchase orders, requisitions, and supplier contracts, as well as project costing, grants, strategic sourcing, and PO dispatch issues related to email and EDX.  T
  • Be responsible for supporting transactions that integrate into other modules, i.e., inventory, accounts payable, general ledger, commitment control, and billing and accounts receivable.  
  • Utilize and assist in the maintenance of the FootPrints ticketing system.  

With this position also comes the responsibility of completing daily queries and reports. Other duties may require assistance with the maintenance of job aids and training documents, as well as support during group training sessions, and/or some one-on-one user training.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services or Office of the State Comptroller this class is accountable for independently performing a full range of tasks in support of statewide Core-CT Enterprise Resource Planning (ERP) fiscal functions including integrated financials, supply chain management or enterprise services automation modules or an assigned integrated financials support area.

EXAMPLES OF DUTIES

Provides support to users within assigned module(s); provides customer support through ticket system or other communication; troubleshoots and resolves routine problems and system issues; assists in diagnosis and resolution of common application problems; assists with business process mapping and business requirement gathering; collaborates with information technology staff concerning technical programming requirements; assists with implementation of system upgrades and modifications and loads data into test environment; tests and performs troubleshooting analysis; participates in data clean-up and conversion activities; conveys technical information to agency user and promotes understanding of relevant issues; develops or assists in development of reports specific to assigned modules utilizing ERP system; tests and troubleshoots data produced from reports ensuring integrity of data and results; assists with identification, development and execution of training related to ERP system and assigned modules; participates in module team meetings; may develop functional procedures and documentation; may make presentations; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of Peoplesoft and/or an ERP (system) modules; knowledge of principles and practices of public administration, governmental budget management and accounting including project costing; some knowledge of the integration of modules; some knowledge of and ability to map business processes; some knowledge of and ability to utilize programming logic, validation testing, script writing, SQL and other troubleshooting software; interpersonal skills; oral and written communication skills; analytical and problem solving skills; ability to prepare and analyze financial documents and reports; ability to utilize Enterprise Resource Planning systems; some ability to understand how the application does or does not support the State’s business process; some ability to train and make presentations; some ability to gather technical information and effectively communicate to the appropriate source.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of professional experience as a business analyst operating within financial systems.
Business analyst is defined as serving as a liaison between business units, technology and support teams interpreting the business needs of an organization and translating into application and operational requirements.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in business administration, accounting, finance, public administration or a closely related field may be substituted for the General Experience on the basis of fifteen (l5) semester hours equaling one-half (l/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in public administration, business administration or accounting may be substituted for one (1) year of the General Experience.
3. For State Employees one (1) year as an Accountant, Contract Analyst or Fiscal Administrative Officer involving work with the Core-CT financial Enterprise Resource Planning system may be substituted for the General Experience.
4. Completion of a Connecticut Career Trainee program with the target of ERP Financials Business Analyst may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Experience working independently to analyze and troubleshoot complex problems
  • Attention to detail and proficient with technical analysis
  • Experience with PeopleSoft 9.2 Supply Chain and integrating modules
  • Experience with purchasing, contracting policies and procedures
  • Experience with PeopleSoft reporting, analytical tools and workflow, i.e., PLSQL and/or PSQuery
  • Excellent oral and written communication, organization, and planning skills
  • Excellent presentation skills and the ability to train
  • Experience with Microsoft Office suite, including Teams
  • Familiarity with state statutes, GAAP, State Accounting Manual, and state accounting policies and procedures
