This hybrid position is full-time on first shift, 35 hours per week, Monday through Friday and based out of our DEEP Headquarters in Hartford, Connecticut.

ROLE HIGHLIGHTS

The Source Emissions Monitoring Unit is responsible for:

  1. Overseeing stack testing of stationary source to assess compliance with emission limitations based upon statutes, regulations, permits, and orders; 
  2. Overseeing audits of continuous emission monitoring systems (CEMS) to assess conformance with applicable performance specifications; and
  3. Initiating enforcement action to address noncompliance with emission limitations and performance specifications. 
Under general supervision, as an Environmental Protection Air Pollution Control Engineer 3 you will be responsible for performing the most technically complex duties as described above, including training and mentoring assigned staff.  You will also lead the implementation of programs and initiatives with the Source Emissions Monitoring Unit. Specific programmatic responsibilities and duties include, but are not limited to:

  • Lead programs and initiatives within the Source Emission Monitoring Unit;
  • Independently review and negotiate stack test protocols of all complexities;
  • Independently audit stack test programs of all complexities to ensure conformance with the applicable test methods, including state and federal testing guidance;
  • Independently review stack test results of all complexities and verify emission calculations;
  • Independently review and negotiate Relative Accuracy Test Audit (RATA) test plans;
  • Independently audit RATA test programs to ensure conformance with the applicable test methods, including state and federal testing guidance;
  • Independently review RATA results and verify emission calculations;
  • Review and negotiate CEMS Plans as required by Regulations of Connecticut State Agencies Section 22a-174-4a for sources utilizing CEMS for compliance verification;
  • Coordinate and conduct compliance and enforcement activities with other groups within the Bureau and Department and with outside government agencies;
  • Draft and recommend the issuance of Notices of Violation to address violations of federal regulations and state statutes, regulations, permits, and orders;
  • Provide comments and feedback on pending air permitting matters
  • Train and mentor assigned staff.
Additionally, the position will require routine in-state travel to audit stack testing and CEMS audits as well as infrequent out-of-state travel for training and to attend regional and national work groups and conferences.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection, Bureau of Air Management this class is accountable for acting as a working lead and/or for performing the most complex tasks in engineering studies of the effectiveness of stationary and mobile source air pollution controls involving air pollution monitoring equipment and the enforcement of air pollution regulations.

EXAMPLES OF DUTIES

WORKING LEAD LEVEL: As assigned by a supervisor, may distribute, prioritize, oversee and review unit work; may provide staff training and assistance; may conduct or assist in conducting performance evaluations; may act as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit policies and standards; may prepare reports and correspondence; performs related duties as required.

Reviews and analyzes complex engineering plans and specifications for establishment of new or modified stationary or mobile sources which may affect air quality; performs engineering studies of effectiveness of air pollution control equipment and instruments; develops recommendations and regulations; prepares reports on types, concentrations and dangers of source emissions; compiles data and prepares exhibits/presentations; prepares assessment of administrative and judicial remedies for resolving noncompliance; prepares penalties; plans installation, operation, calibration, maintenance and repair of air sampling, meteorological and related telemetry and data processing equipment; sites air sampling and meteorological instruments; develops, maintains, applies and modifies air pollution program related computer models; performs source testing; reviews and analyzes source testing plans and data; designs, develops, implements and maintains the computerized environmental information system; may plan and oversee continuous emission monitoring or quality assurance program for air pollution and related instruments and data; may testify in hearings and court cases; may represent unit at meetings and conferences; may perform on site inspections of highly complex sources of air pollution to determine nature/magnitude of emissions and status of compliance; may investigate complaints from public about air pollution matters; may review modeling results; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of sources and types of air pollution and methods of control; knowledge of laws and regulations concerning air pollution engineering and control; knowledge of data collection and analysis techniques; knowledge of instrumentation and techniques for monitoring air pollution; knowledge of quality assurance plans; knowledge of industrial, mechanical and chemical processes; knowledge of engineering related computer applications; considerable interpersonal skills; oral and written communication skills; ability to design, calibrate, troubleshoot and maintain telemetry, meteorological monitoring and electronic data handling equipment; ability to evaluate cost effectiveness of air pollution control equipment; ability to utilize computer software; some lead ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience as an engineer or scientist in an air pollution control program or as an engineer or technician in the installation, operation, calibration, modification, maintenance and repair of chemical, mechanical, meteorological and electronics equipment and instruments including two (2) years directly related to air pollution control.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in applied mathematics, biological or physical sciences, engineering, meteorology, public health or statistics may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in applied mathematics, biological or physical sciences, engineering, meteorology, public health or statistics may be substituted for one (1) additional year of the General Experience.
3. For State Employees one (1) year as an Environmental Protection Air Pollution Control Engineer 2 or two (2) years as an Environmental Protection Air Pollution Control Engineer 1 may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Experience leading projects, including leading staff, in the air pollution measurement field;
  • Experience applying U.S. Environmental Protection Agency (EPA) test methods as outlined by EPA’s Air Emission Measurement Center;
  • Experience auditing the performance of continuous emission monitoring systems pursuant to state and federal regulations;
  • Experience analyzing air pollution data and quantifying actual emissions utilizing emission calculation methodologies;
  • Experience interpreting, applying, and enforcing state and federal air pollution control statutes, regulations, and permits; 
  • Experience communicating technical, regulatory, and policy information pertaining to the air quality field to governmental, business, nonprofit and lay audiences verbally and in writing.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license
