The State of Connecticut, Office of the State Treasurer is hiring! We are seeking a motivated and experienced individual for the position of Assistant Cash Control Officer to join our team.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the Treasurer, this class is accountable for performing as a specialist in assisting in determining the State’s cash flow position and preparing cash flow projections to ensure adequate cash balances to cover costs and to optimize investment of State monies.

EXAMPLES OF DUTIES

Assists in reviewing, analyzing and maintaining adequate cash balances in the State's banks of deposit to cover the State’s disbursement needs; monitors daily cash receipts and disbursements from depository banks and directs unneeded reserves to a bank of concentration for immediate investment; researches and prepares reports on actual cash flow and on short-term and long-term cash flow projections; assists in coordinating the sale and redemption of the State's short-term borrowings (Commercial Paper) on a daily basis; assists in monitoring financial records related to deposits, receipts, disbursements and fund transfers; analyzes differences between cash flow projections and actual cash flow; maintains activity files and tracks patterns for cash flow projections; initiates or approves repetitive wire transfers between State accounts for funding concentration purposes; reviews and approves vendor and payroll pay cycles based upon cash position; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of cash management methods and practices; some knowledge of governmental accounting; knowledge of the preparation of cash revenue and expenditure projections; considerable oral and written communication skills; interpersonal skills; analytical skills; ability to research and prepare statistical reports; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in finance.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

  1. Three (3) years of the General Experience must have been in expenditure, revenue and budget analysis in a government organization or multi-faceted private enterprise with responsibility for multi-million dollar expenditures/sales.
  2. Three years of the General Experience must have involved personal computer-based financial modeling and forecasting.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training in Business Administration, Public Policy, Accounting, Finance or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's Degree.
  2. A Master's degree in Business Administration, Public Policy, Accounting, Finance or a closely related field may be substituted for (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • At least eight (8) years of professional experience in Finance, Treasury and/or Cash Management
  • Experience utilizing computer software programs (i.e. Microsoft Office programs)
  • Experience with PeopleSoft/Oracle (i.e., CORE-CT) general ledger or financial modules and developing ERP reports
  • Experience with State, municipal and federal accounting, budgeting, reporting, and auditing processes
  • Experience managing ongoing projects internally and externally. (i.e., other agencies, vendors, stakeholders)
  • Considerable interpersonal skills
