Introduction
This is a full-time position working 40 hours per week, Monday through Friday, from 8:00 AM to 4:30 PM. Perks of the job include tuition reimbursement and telework options based on operational need. The incumbent in this position will report to the State Librarian, and the Unit Head’s primary location will be the State Library and Supreme Court Building, 231 Capitol Ave., Hartford, CT 06106.

CSL is an Executive Branch agency founded in 1854. The State Library provides a variety of library, information, archival, public records, museum, and administrative services for citizens of Connecticut, as well as for the employees and officials of all three branches of State government. CSL also serves students, libraries, researchers, and town governments. Reference Services is the primary way researchers, historians, public officials, the public, and others interact with the State Library's collections and research teams. The unit includes the Law & Legislative, History and Genealogy, and Government Information departments of the State Library.
ABOUT THE POSITION
The Access Services unit (soon to be renamed Reference Services) operates the state's principal law library and collects, preserves, and provides access to materials produced by the Connecticut General Assembly (CGA), Judicial branch, Governor's office and other executive branch agencies, the Federal Government Printing Office, and more. The Head of Reference Services assigns and oversees staff, determines priorities, plans unit work, establishes and maintains unit procedures, acts as a liaison with other operating units, agencies, and outside officials regarding unit policies and procedures, and performs related duties. Under the general direction of the State Librarian, the incumbent will shape the unit’s future within state government by optimizing the organizational structure and staffing model within the unit, evaluating the unit's collections and project priorities, developing and maintaining relationships with stakeholders, and increasing access to materials in traditional and electronic formats.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the State Library this class is accountable for supervising a unit of staff engaged in providing professional library services.
EXAMPLES OF DUTIES
Schedules, assigns, oversees and reviews work of staff; assists staff in conducting work of unit; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations for development of policies and standards; assists in unit or program budget preparation; monitors unit or program expenditures; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; performs related duties as required.
PROGRAM UNITS/SERVICE GROUPS: Supervises a major unit or service group such as Access Services, Collection Services, Discovery and Delivery Services or the Library for the Blind and Physically Handicapped.
DIVISION OF LIBRARY SERVICES: Administers a Library Service Center providing consultant and supplemental services to public and other libraries or administers a statewide program providing information to the public on plans and programs and prepares and edits State Library publications.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of modern principles and practices of library and information science with particular reference to area of specialization; considerable knowledge of library administration, principles and techniques of modern library science and library technology; considerable interpersonal skills; considerable oral and written communication skills; planning ability; ability to utilize computer software and library applications; supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
A Master's degree in library science or information science from a library school accredited by the American Library Association and four (4) years of post graduate degree experience in professional library work.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been providing complex professional library services.
Note: For State employees, this is interpreted to be at the level of Librarian 2 (State Library).
Note: The State Librarian may determine other advanced educational degrees equivalent to the MLS degree based on special staffing needs.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
For State employees, two (2) years as a Library Specialist may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
- Experience managing staff
- Experience with Connecticut state documents, including agency reports or municipal documents
- Experience as a reference librarian in a CT State Library Reference Services focus area, including Law & Legislative, History and Genealogy, or Government Information
- Experience in collections management
- Membership or participation in a professional library organization
