The State of Connecticut, Department of Transportation (DOT) invites qualified candidates to apply for a Facility Operation Specialist (Transportation Rail Officer 1, position #112874) opportunity, for the Office of Rail Operations team, based in the Department owned Component Change Out (CCO) complex, located in New Haven, Connecticut.   

The Office of Rail, Station Operations and Maintenance unit is directly involved in the operational oversight of 50 railroad station facilities located throughout the state of Connecticut, including properties on the New Haven Line, Shore Line East and Hartford Line rail service corridors.  Many of these facilities operate 24 hours per day.  The New Haven Line is one of the busiest rail services in the United States carrying millions of passengers annually! This unit directly manages various operating agreements with Metro-North Railroad, AMTRAK, Transit America Services Inc and numerous municipal entities as well as private, facility management contractors.  They also assist the Department’s Office of Rail Operations in satisfying Federal Transit Administration (FTA) and Federal Railroad Administration (FRA) requirements relative to state of good repair efforts, asset management and other matters associated with acceptance and utilization of federal funding.

This Role will assist in the development and renewal of contracts and agreements between the Department and other entities related to providing a safe and efficient transportation system at all rail stations and various support facilities in CT. This position will interact with contracted operator personnel as well as railroad and municipal officials.  Routine inspection of assets and related records and documentation is required.  It will be necessary to review financial documentation such as invoices, budgets, project requests.  This role will serve as a point person for various correspondence and report development in support of unit activities as well as project plan review.

  • Assist the unit in the development and public release of Request for Proposal (RFP) packages for facility management services, retail and food service and other opportunities involving rail station/support facility assets. 
  • Participate in capital project plan reviews various, related meetings during construction phases.
  • Review &/or prepare a variety of reports and other documents related to public transportation, contract services, productivity and issues related to rail funding.
  • Perform other duties as may be assigned.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Bureau of Public Transportation this class is accountable for assisting in the conduct of rail transportation programs, projects and activities in one or more of the specialized areas of operations, equipment, construction, maintenance, capital projects, finance and administration.

EXAMPLES OF DUTIES

Assists in the development and/or implementation of projects and activities for rail transportation involving operations, equipment, construction, maintenance, engineering, capital projects, administration or finance relating to rail activities; assists in the preparation of various documents that may include technical reports, train operating schedules, service contracts, service and non-service related agreements including leases, licenses and easements, equipment procurements, maintenance, service cycles and specifications, construction schedules, project contracts, force account agreements, construction methods, design functions, project budgets, material specifications, audit schedules, financial contracts or reviews, grant applications, quarterly reports and other administrative instruments; collects and analyzes data and develops findings based on the analysis; monitors and reviews rail operational and/or budgetary activities for conformance with terms and conditions of the agreements or contracts; coordinates activities and projects with local, regional, State and Federal agencies; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Some knowledge of the principles and practices of railroad functions in operations, rail equipment, rail construction, rail maintenance, engineering, capital projects, finance or administration; interpersonal skills; oral and written communication skills; ability to collect, organize and analyze data and to formulate conclusions; ability to monitor and review project status and to report on progress; ability to understand and interpret agreements, rules, laws and regulations; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in a professional or technical capacity in a railroad or railroad related organization.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

Preference will be given to candidates with the following experience: 
  • In operation, maintenance and inspection of facilities
  • In budget development, invoice review and related reporting
  • Performing statistical analysis relative to revenues, expenses and various data
  • Communicating with various personnel across all levels of an organization

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from railroad or construction environments and a moderate degree of discomfort from exposure to year round weather conditions.
