Whiting Forensic Hospital (WFH) is operated under the auspices of the DMHAS and is established to implement and coordinate specially-skilled inpatient evaluation and treatment services for individuals with serious mental illness and/or substance use disorders who become involved in the criminal justice system, and to serve the courts and other components of the criminal justice system. Our efforts are intended to promote recovery and prevent or limit criminal justice system involvement to the extent possible, to promote public safety, and to coordinate activities with other state and private agencies.

THE POSITION
We are seeking a dynamic clinician to be the Chief Medical Officer (CMO) of the Whiting Forensic Hospital (WFH) in Middletown, CT.  This position is full time, first shift, and the PCN is 135854. As the CMO of the WFH you will oversee 11 treatment units with 229 secure beds. The clients are referred: by the courts for evaluations, restoration of competence to stand trial and for treatment of insanity acquittees; by the Department of Correction for acute treatment; and from civil psychiatric hospitals for management of violence.

EXAMPLES OF DUTIES

Directs staff and operations of medical, clinical and behavioral health programs; develops, implements, and evaluates policies, goals, and objectives to ensure conformance with agency mission, goals, objectives, and statutory provisions; assists in development of programs and activities including development of medical service standards and criteria; implements new procedures and procedural revisions; determines or assists in determination of appropriate staffing levels and directs or assists in management and coordination of staff; implements staff performance review standards; maintains contact with individuals both within and outside of agency who might impact on programs and services; administers state and federal regulations pertaining to medical and psychiatric health care programs, services, and operations; participates on various committees and boards; may testify in court as needed; may conduct training; may assist agency medical director in development, implementation, and evaluation of agency wide policies, goals, and objectives; may be responsible for coordination of accreditation activities; may serve as agency liaison with external medical, behavioral health planning, advisory groups, courts, and other state medical and service agencies; may monitor contracts with medical services vendors; may participate in quality assurance studies and investigations; may develop processes and practices to improve quality and cost of patient care; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of principles, practices, and issues of medicine and psychiatry with particular reference to diagnosis and treatment of behavioral health patients; considerable knowledge of recent developments in the field of psychiatry and medicine; knowledge of administration and clinical operations, functions, and systems involving medical service delivery; considerable interpersonal skills; considerable oral and written communication skills; considerable organizational skills; considerable analytical skills; ability to teach and provide clinical supervision.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Experience in a hospital, clinic or correctional facility as a board certified psychiatrist.

PREFERRED QUALIFICATIONS

  • Licensed Psychiatrist with Board Certification in Forensic Psychiatry. Please note, the appropriate license to practice in Connecticut is necessary upon appointment. 
  • Experience in senior leadership within behavioral health care.

SPECIAL REQUIREMENTS

  1. Incumbents in this class must possess a license to practice medicine and surgery in Connecticut.
  2. Incumbents in this class must possess and retain certification as a specialist in psychiatry by the American Board of Psychiatry and Neurology.
  3. Incumbents in this class must possess and maintain eligibility for participation in federal health care programs as defined in 42 U.S. 1320a-7b(f).
  4. Incumbents in this class may be required to possess and retain certification as a specialist in an area such as geriatrics, ABI/TBI, forensics, substance abuse, etc.
  5. Incumbents in this class may be required to possess and retain a faculty appointment at either the Yale School of Medicine or the UCONN School of Medicine.
  6. Incumbents in this class may be required to possess appropriate current licenses, certifications or permits.
  7. Incumbents in this class may be required to be bilingual.
