The Department of Correction (DOC) is seeking a Supervising Chaplain (hazardous duty).  This position functions as the Director of Religious Services coordinating staff and volunteer chaplaincy services throughout the 13 facilities of the Connecticut Department of Correction.  This position works with the executive team, legal counsel and facility operations to meet the statutory obligation of the Department of Correction to accommodate legitimate religious expression and maintain the safety and security of correction institutions.  

As the functional supervisor of this essential rehabilitative and direct inmate services function, key responsibilities of this position are:  
  • Hiring of new staff; 
  • Training to line, supervisor and managerial staff; 
  • Overseeing assignments of 41 staff chaplains including performance evaluations; 
  • Review existing voluntary chaplaincy facilities' services and make proposals for changes based on facility needs; 
  • Development of accommodation for non-mainstream new religions.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Chaplaincy Department of a state hospital, facility or agency, this class is accountable for supervising comprehensive clinical pastoral care and clinical pastoral training programs.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans department work; establishes and maintains department procedures; develops or make recommendations on development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding department policies and procedures; prepares reports and correspondence; maintains an accredited Clinical Pastoral Education training program including selection of applicants; coordinates interfaith activities of agency; organizes volunteer outreach programs; conducts services; provides crisis intervention counseling; may serve as case coordinator, team director or primary therapist; may serve on a variety of in-house committees such as quality assurance committee; may direct Employees Assistance Program for facility; may participate in or direct staff meetings for development of therapeutic or in-house programs; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of pastoral ministry and ability to perform requirements of formal religious services; knowledge of and ability to relate medical, psychiatric, educational and social service techniques to clinical pastoral care and training; considerable pastoral care and counseling skills; considerable interpersonal skills; considerable oral and written communication skills; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

1. Graduation from an accredited three (3) year postgraduate theological seminary or the equivalent of a Master of Divinity degree.

2. Four (4) years of pastoral experience.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in clinical work.

PREFERRED QUALIFICATIONS

  • One year experience working at the Associate Chaplain level; 
  • Experience working with correctional or forensic populations.

SPECIAL REQUIREMENTS

1. Incumbents in this class must have been ordained or commissioned by a religious body and received endorsement by an acceptable recognized denominational authority for this position. Endorsement by the same endorsing authority must be ongoing and uninterrupted as a condition of employment.

2. Incumbents in this class must have seven (7) units of clinical training in a program accredited by a national accrediting agency including two (2) units as a supervisory candidate.

3. Incumbents in this class must have certification as a Supervisor by a national certifying agency.

4. Incumbents in this class may be required to possess and maintain a valid Motor Vehicle Operator’s license.

5. Incumbents in this class may be required to travel.

WORKING CONDITIONS

Incumbents in this class may be required to lift and restrain clients or inmates; may have some exposure to communicable/infectious diseases and to risk of injury from assaultive/abusive clients or inmates; may be exposed to disagreeable conditions.
