The State of Connecticut, Department of Developmental Services (DDS) – Public Programs seeks a talented and qualified individual for the position of Developmental Services Director of Nursing Services based out of our Central Office located in Hartford, CT. This is a full-time (40) hours per week, first shift position, with a work schedule of Monday – Friday.  Although first shift hours are assigned, candidate must be flexible to meet the needs of the agency and statewide travel may be expected.

Selection Plan

In order to be considered for this job opening you must be a current State of CT employee who has worked for the state for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language, and meet the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services this class is accountable for directing nursing services at a training school or in a region.

EXAMPLES OF DUTIES

Duties consistent with Director of Nursing 1 job classification.  This is a position responsible for directing supervisory staff and operations of nursing and clinical services in a number of public residential settings.  This position coordinates, plans and manages a variety of nursing and clinical activities with emphasis on systems development and implementation, quality assessment and assurance and clinical contracts negotiation.  This position is responsible for formulating program goals and objectives and developing or assisting in the development of related policy. This position interprets and administers pertinent laws; administers collective bargaining contracts; represents DDS in meetings of professional and/or community organizations; prepares periodic nursing reports; performs other duties as required. KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices of nursing; considerable knowledge of nursing trends and resources for individuals with intellectual disabilities; knowledge of and ability to apply management principles and techniques; knowledge of relevant State and federal laws, statutes and regulations; knowledge of community nursing; knowledge of current development in field of nursing; knowledge of interviewing and counseling techniques; some knowledge of research procedures as applied to nursing; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years of experience in hospital, institution or community nursing in a consultative or supervisory capacity working with individuals with intellectual disabilities at or above the level of Nurse Supervisor or Nurse Consultant.

PREFERRED QUALIFICATIONS

Preference will be given to candidates who possess the following:  

  • Experience in Intermediate Care Facility (ICF) and Community Living Arrangement (CLA) regulations.
  • Experience with nursing trends and resources for individuals with intellectual disabilities.
  • Experience applying management principles and techniques.
  • Experience handling relevant State and federal laws, statutes, and regulations.
  • Experience in community nursing and forensic nursing.
  • Experience with interviewing and counseling techniques.
  • Experience working collaboratively with nursing/clinical and non-clinical managers and staff.
  • Experience developing and implementing quality improvement strategies.
  • Experience writing clinical contracts.
  • Experience with Microsoft Office Suite (Word, Excel, Access, and Outlook).

SPECIAL REQUIREMENTS

1. Incumbents in this class must possess and retain a license as a Registered Professional Nurse in Connecticut.
2. Incumbents in this class may be required to travel.
