Introduction

The Connecticut Airport Authority (CAA), is a State of Connecticut quasi-public agency that was established to develop, improve and operate Bradley International Airport, as well as five General Aviation Airports throughout the state (Danielson, Groton-New London, Hartford-Brainard, Waterbury-Oxford and Windham airports) . It is the CAA’s mission to provide excellent customer service and top-quality facilities for its passengers while making Connecticut’s airports more attractive to new airlines, establishing new routes, and supporting Connecticut’s overall economic development and growth strategy.  

We are now accepting applications for two (2) full-time, first-shift Transportation Maintainer 2 positions.  One of the positions will be at the Hartford-Brainard General Aviation Airport, located in Hartford, CT and the other will be located in Waterbury, CT at the Waterbury-Oxford General Aviation Airport.  These 37.5 hours per week positions are responsible for performing a full range of grounds, equipment, and facilities duties.  The regular schedule for these positions will be Monday - Friday from 7am-3pm, which includes a half-hour unpaid meal period.  *NOTE:  The salary for this position for those new to state service is $26.32/hour and is non-negotiable.

The airports are staffed 7 days a week.  Overtime work is required on nights, holidays, and weekends.  There is mandatory winter overtime from November 1st through April 30th, and snow removal can last for several days and nights. 

NOTE:  Applicants must be willing to accept assignment to emergency duties, including snow and ice removal and Airport Rescue Firefighting (ARFF) duties, when those services are needed.  This position also requires using permitted techniques for wildlife management and will require a safety course relative to that requirement.  Airport safety and security are a priority.  In-state travel is required.  

Selection Plan

In order to be considered for this job opening, you must be a current State of CT employee, who has worked for the state for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language, and meet the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application.

An individual serving in this position must be able to successfully undergo a thorough background and security screening, physical examination including pre-employment drug screening, fingerprinting and maintain required security clearance during the duration of employment. Incumbents in this class must obtain Bradley movement area certification, allowing them to independently operate vehicles and equipment on Airfield movement areas while effectively communicating with Air Traffic Control for proper clearance. Movement area certification must be maintained during the duration of employment. CDL license is required for the position and must be maintained for the duration of employment.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority this class is accountable for performing a variety of moderately skilled tasks in the construction, maintenance, and repair of State roadsides, roadways, bridges, airports, and other departmental facilities; operates and maintains complex mechanical equipment; works as a moderately skilled mechanic in garages in the routine repair of mechanical equipment.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of the construction, maintenance, and repair techniques of roadsides, roadways, bridges, or airports; knowledge of the processes and materials used in the construction and maintenance trades; some interpersonal skills; some oral and written communication skills; ability to use and make routine repairs to complex mechanical equipment; ability to operate equipment as listed on the attached addendum; ability to understand and follow written and oral instructions; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

One (1) year of experience in the construction, landscaping, commercial driving, snow plowing, maintenance and repair of roadsides, roadways, bridges or airports, in work involving the operation and care of mechanical equipment or work in one of the recognized maintenance trades.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

Graduation from a vocational or technical school with a diploma designating completion of the subject requirements in one of the maintenance trades may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

The preferred candidate will have:
  • Working experience in an airport environment.
  • Experience operating equipment.
  • Good mechanical skills.
  • Snow removal operation experience.
  • Experience with snow blowers, brooms and large snow plows.
  • Knowledge of radio monitoring and communications. 
  • Firefighting or Aircraft Rescue Fire Fighting experience.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.
2. Incumbents in this class must be willing to accept assignment to emergency duties, including snow and ice removal, whenever his or her services are required.

CHARACTER REQUIREMENTS

At State Airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness in order to perform the duties of the class.
2. A physical examination will be required.

WORKING CONDITIONS

1. Incumbents in this class are exposed to extremes of weather conditions, to frequent lifting of heavy weights, to highly dangerous road and traffic conditions, including exposure to heights when working on bridges, to poison ivy, insect bites and allergy irritants during summer months, and to loud and potentially dangerous machinery.
2. The appointing authority may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
