We are currently recruiting for qualified individuals for a position as Public Health Branch Chief, for the Healthcare Quality and Safety Branch (HQSB). This position will be located centrally at our offices in Hartford, at 410 Capitol Avenue. This position is full-time, forty (40) hour per week. The role is on first shift with a typical work schedule of Monday through Friday. There will be some opportunity for telework, flexible schedules, or alternate work schedules, in accordance with State policies.

The Healthcare Quality and Safety Branch is a branch of the Connecticut Department of Public Health which includes the Facility Licensing and Investigations Section, Practitioner Licensing and Investigations Section and the Office of Emergency Medical Services. The HQSB provides oversight for all of healthcare licensing, including, but not limited to more than 1,800 facilities and nearly a quarter-million health practitioners and Emergency Medical Services (EMS) professionals.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health this class is accountable for administering the programs and operations of a branch of significant size, scope and/or accountability for statewide initiatives.

EXAMPLES OF DUTIES

Administers staff and operations of a branch; develops, implements and evaluates branch policies, goals and objectives; designs and develops branch programs and activities; maintains continual intra-agency communication and cross-branch collaboration; implements new procedures and procedural revisions; determines appropriate staffing levels and directs management and coordination of staff; designs and implements performance review standards for branch staff; prepares branch budget; determines quality assurance standards; maintains contacts with individuals both within and outside of branch who might impact on policy or program activities; advises Commissioner as to trends in health promotion, health delivery and health professional regulations through use of reports; testifies at legislative hearings, public hearings and in court; acts as a duty officer in department and responds to emergencies during non-working hours; speaks to professional and lay groups; during a public health emergency, may be designated to manage a variety of agency programs and operations within the structure of the Incident Command System; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of and ability to apply relevant state and federal laws, statutes and regulations; considerable knowledge of public health programs, policies and procedures; considerable knowledge of current principles and practices of public health administration; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years experience in a managerial or administrative capacity in an organization having programmatic and/or regulatory responsibilities for promoting or protecting public health.

PREFERRED QUALIFICATIONS

  • Experience managing a large or complex operation responsible for healthcare regulation and enforcement.
  • Experience with building multi-sector coalitions and consensus among stakeholders with varied priorities/perspectives.
  • Experience with developing, implementing and evaluating healthcare policy, laws, regulations and licensure procedures.
  • Experience evaluating healthcare trends and setting policy and organizational direction to address those trends and enhance public health and safety.
  • Experience leading and managing public health response to emergent or crisis situations.
  • Experience managing large (multi-million dollar) budgets.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to periodically undergo tests or immunizations for communicable or infectious diseases.
2. Incumbents in this class may be required to undergo and successfully complete security background checks.
3. Incumbents in this class may be required to travel.
