The State of Connecticut, Department of Transportation (DOT) invites qualified candidates to apply for the position of Fiscal Administrative Supervisor. This opportunity is available in the DOT Core-CT Support / Business Process Improvement Unit within the Department’s Bureau of Finance and Administration, and is located in Newington, CT. This position is Monday - Friday (40 hours per week), schedule to be determined based on the operational needs of the unit.

This position will oversee a unit of financial and IT professionals responsible for providing the Department with technical support services related to Core-CT, the State’s integrated Human Resources, Payroll and Financial system. This includes daily user support as well as assisting with the financial and human resources reporting needs of the Department’s Bureaus; acting as a liaison between the Department and the central Core-CT Team including coordination of user roles and system access; developing and conducting Core-CT user training for Department employees; ensuring that Core-CT policies and security procedures established by the Office of the State Comptroller are properly followed; and providing oversight, as needed, of outside resources responsible for analyzing, modifying, and providing other technical support related to DOT-specific Core-CT functions. In addition to agency support of the Core-CT system, the unit provides support in the analysis, development, and implementation of smaller scale technical applications (such as Microsoft Office tools) that help improve efficiency and streamline various Department business processes.

Key responsibilities for this exciting opportunity may include, but are not limited to:
  • Oversees all activities related to support of the Department’s use of the Core-CT Financials, HRMS, EPM, and STARS modules;
  • Supervises day-to-day functions of the unit in all aspects of Core-CT and business process improvement analysis; Schedules, assigns, oversees and reviews work of unit staff; Conducts performance evaluations; Establishes and maintains office procedures; Provides staff training and assistance;
  • Acts as primary liaison to the central Core-CT Team regarding all agency Core-CT matters;
  • Supervises Core-CT access and security-related activities, including segregation of duties reviews, ensuring system and data integrity and balanced access to financial information throughout the agency; Supervises 24/7 access to Core-CT for designated agency staff;
  • Oversees DOT Core-CT Support help ticket system, and coordinates analysis, evaluation, error detection, and resolution of issues related to Department data and transactions in all Core-CT modules;
  • Acts as liaison with internal Department units to assess Core-CT reporting requirements and needs for business process improvement. Oversees extensive financial analysis and business analytics, especially related to maximizing agency use of all Core-CT system modules; Supervises all design, development, test, and implementation phases of Core-CT financial related tools that augment and streamline agency processes;
  • Oversees development, coordination and delivery of DOT-specific training material for all Core-CT modules, including introductory, financial, supply chain and reporting;
  • Acts as liaison with other state agencies, federal agencies and auditors regarding information related to the Department’s Core-CT system access, data processes and use;
  • Oversees reconciliation of Core-CT Commitment Control and Project Costing Ledger transaction level data;
  • Assists in development and implementation of financial directives as related to Core-CT and other agency processes that interact with it;
  • Ensures proper implementation of various Fiscal Year end tasks to ensure system integrity, including activity related to purchasing close outs, receipts and expenditures; project costing and project budget roll overs;
  • Oversees implementation of system configurations and chartfield updates related to financial requirements of the agency, ensuring accurate and up-to-date financial structure;
  • Coordinates evaluation/implementation of a data governance initiatives related to DOT Core-CT data as required;
  • Manages implementation of various automation for delivery of services, reports, WEB site enhancements, etc.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of fiscal and administrative functions, with major emphasis on fiscal administration or payroll oversight.

 

EXAMPLES OF DUTIES

Supervises maintenance of accounts; supervises preparation of financial statements and reports and budget requests in financial planning and oversight of payroll; reviews and authorizes expenditures; schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans work; establishes and maintains procedures; develops or makes recommendations on development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding policies and procedures; prepares reports and correspondence; oversees planning and implementation of financial aspects of EDP systems; utilizes EDP systems for financial records, reports, and analyses; assists in analyzing impact of proposed regulations and legislation on agency fiscal/administrative programs and functions; supervises grant and contract administration, including fiscal record keeping and reporting and preparation of new contracts and grant applications; supervises requisitioning, stores and inventory control; supervises purchasing functions; in addition to supervising fiscal/administrative functions, may supervise support services such as stores, inventory, facilities/equipment maintenance, mailroom, food services, facilities/equipment security; may supervise payroll preparation; performs related duties as required.

In the Department of Transportation: Performs specialized duties in a particular area of commodities or services; responsible for open-market and scheduled term buying for a specialized group of items; researches and analyzes data on market, price trends and supply for a specialized group of items; reviews specifications for suitability, completeness and consistency; prepares or edits specifications; oversees preparation of bid proposals; reviews competitive bids and recommends contract awards; prepares contracts; obtains new sources of supply; inspects or arranges tests on samples and delivered materials for conformance with specifications; studies new materials which may be used to state advantage as substitutes for materials in use; under supervision coordinates bids and contracts for legislatively mandated set-aside programs for a specialized group of items in order to comply with state law and designated bureau goals for such programs; performs "make-buy" studies; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; utilizes EDP systems for financial records, reports, and analyses; prepares reports and correspondence; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices of public administration with special reference to governmental budget management, governmental accounting, and payroll; considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; knowledge of grants and contracts preparation and administration; knowledge of purchasing principles and procedures; knowledge of types, characteristics and sources of supply and market factors of assigned commodities; knowledge of business law as it applies to purchasing contracts and sales; knowledge of payroll practices and procedures; considerable interpersonal skills; considerable oral and written communication skills; considerable ability in preparation and analysis of financial and statistical reports; ability to understand and apply relevant state and federal laws, statutes and regulations; ability to utilize EDP systems for financial management; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in a combination of fiscal/administrative functions (e.g., accounting, payroll, purchasing) at least one (1) of which must be an accounting, budgeting, or payroll function. Descriptions of these fiscal/administrative functions are attached.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been at the professional working level of Fiscal/Administrative Officer, Accountant, or Payroll Officer 2.
Note: Connecticut Careers Trainee experience (target Fiscal/Administrative Officer or closely related class) is the professional training level and below the professional working level.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.

3. For State Employees experience as a Purchasing Services Officer 1 or 2 substitutes for the General and Special Experience on a year for year basis.

PREFERRED QUALIFICATIONS

  • Experience with Core-CT, or similar ERP systems.
  • Experience supervising professional and support staff.
  • Experience with advanced features of Microsoft Office applications.
  • Experience with VBA programming.
  • Experience with Microsoft SharePoint environment.
  • Experience with database and SQL.
  • Experience in a customer support environment.
  • Experience developing training materials and coordinating training classes.
  • Experience developing and implementing strategic plans and continuous improvement.
