The State of Connecticut, Department of Social Services (DSS) delivers and funds a wide range of programs and services as Connecticut’s multi-faceted health and human services agency. DSS serves about 1 million residents of all ages in all 169 Connecticut cities and towns. We support the basic needs of children, families, older and other adults, including persons with disabilities. 

We have an exciting opportunity for a Durational Project Manager, in Central Office located at 55 Farmington Avenue, Hartford, CT 06105. This hybrid opportunity is full-time, 40 hours per week, with a Monday through Friday schedule. The first shift hours are 8 AM to 4:30 PM.

This role will support the Covered-CT initiative and will report to the Central Office-Department of Health Services. Covered-CT represents a bold expansion of the healthcare safety net in Connecticut. This program helps to close the health insurance affordability gap by helping low-income residents who earn too much to qualify for Medicaid the ability to purchase zero-cost health insurance from Connecticut’s health insurance exchange. We are looking for a leader to help lead this marque project and help to make high quality healthcare universally affordable.

This position currently has an end date of June 2024, but may be extended as warranted. Benefits and leaves for this position will be subject to the Connecticut General Statutes.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency makes or conducts a special inquiry, investigation, examination or installation pursuant to Section 5-198(n) of the Connecticut General Statutes.

EXAMPLES OF DUTIES

  • Coordinate launch of Covered CT program across multiple agencies (OPM, OHS, DSS, AHCT) and healthcare carriers as needed
  • Define and manage project plan, key milestones and barriers
  • Ensure timely completion of 1115 waiver application; liaison with CMS and consultant on waiver completion
  • Maintain compliance with 1115 waiver implementation plan requirements, per the CMS approval letter
  • Convene partner agencies on regular basis to ensure timely project implementation
  • Manage budget
  • Escalate problems and solutions quickly to Covered CT leadership
  • Establish Project Governance structure and facilitate communication between staff and governance
  • Prepare reports and presentations to stakeholders and legislative bodies

PREFERRED QUALIFICATIONS

Preference will be given to candidates with  the following:
  • 2-4 years of experience with project management.
  • Possession of a Bachelor’s and a Master's degree in business administration, public administration, or closely related field.
  • Experience with Medicaid and exchange programs and policy.
  • Experience with Medicaid and exchange systems and operations.
  • Experience in implementing complex healthcare initiatives in collaboration with multiple stakeholders.
