The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is currently recruiting for an Environmental Analyst 1 to join our team within the Bureau of Outdoor Recreation, Boating Division located in Old Lyme, CT.

Position Highlights: 

The Bureau of Outdoor Recreation consists of the Divisions of Boating, State Parks & Public Outreach, and State Environmental Conservation Police. Together they administer the state's outdoor recreation programs and provide for the enforcement of fish and game regulations and boating laws. 

DEEP is seeking an enthusiastic and organized person to fill this important role in a fast-paced environment. This position will be assigned to the Boating Division's Regulatory Section which is responsible for activities that support the mission of the division. 

This is a full-time position, 35 hours per week, typically working Monday to Friday from 8:30 AM - 4:00 PM, though some weekend hours may occasionally be necessary.  

*The salary range above may increase effective July 1, 2022.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for performing a limited range of tasks in the technical review and analysis of environmental program data and issues within the environmental field and assisting in the development of recommendations for courses of action and implementation of policy and program decisions.
In other state agencies this class is accountable for performing a limited range of tasks in the planning, monitoring, implementation and evaluation of environmental program data and issues and assisting in the development of recommendations for courses of action.

EXAMPLES OF DUTIES

1. Manage the Recreational Boating Safety grant program including preparing application materials, managing grant requirements, and preparing reporting documents.
2. Manage the boating accident reporting database, including entering accident reports, analyzing boating accident data to determine trends and to ensure consistency with state and federal requirements to assess impacts to reduce boating injuries and fatalities. Coordinate accident reporting process with Environmental Conservation Police.
3. Assist with statistical analysis of various databases including boating accident reporting, boat registrations, and court dispositions.
4. Accountable for independently performing a full range of tasks in the technical review and analysis of recreational program data and issues within the recreational boating and environmental fields, developing recommendations on courses of action and assisting with the implementation of policy and program decisions.
5. Researches, collects, and analyzes resources, data, and education materials.
6. Assist other regulatory functions of the division which may include Special Use Licensing, Marine Event Permitting, navigation marker permitting, and abandoned vessels

KNOWLEDGE, SKILL AND ABILITY

Knowledge of principles and practices in fields relative to environmental protection; knowledge of basic principles and practices of environmental and policy analysis; knowledge of local, state and federal laws, statutes, regulations and policies pertaining to environmental protection; knowledge of basic statistics; some knowledge of environmental program planning principles and practices; interpersonal skills; oral and written communication skills; research and organizational skills; ability to understand and interpret legislation and technical data; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.

Note: Education may only be substituted for a total of five (5) years.

3. For State Employees one (1) year of experience as an Environmental Intern or Environmental Compliance Specialist 2 may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

The preferred candidate will possess:
  • Experience with principles and practices regarding recreational boating safety; 
  • Experience with local, state, and federal laws, statutes, regulations and policies pertaining to recreational boating; 
  • Experience with statistics and computer database management; 
  • Experience with regulatory practices regarding environmental protection; 
  • Experience coordinating grant programs; 
  • Experience using oral and written communication to present information to audiences of various sizes. 

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on site environments and a moderate degree of discomfort from exposure to year round weather conditions.
