Introduction

The State of Connecticut, Department of Aging and Rehabilitation Services (ADS), Bureau of Rehabilitation Services, is seeking to fill an Education Consultant position. This position will hold responsibility for ensuring compliance with the Workforce Innovation and Opportunity Act (WIOA) as it relates to the delivery of Vocational Rehabilitation (VR) program including, but not limited to, the full range of federally required and allowable pre-employment and secondary school transition services. The position will interpret state and federal regulations, develop and implement strategic plans to most effectively utilize available VR resources, provide consultation to and coordination of field service personnel and evaluate the proficiency of the Bureau’s service delivery model for serving students, youth, Local Education Authorities and post-secondary education and training entities within CT.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Aging and Disability Services and Education, plans and executes programs of extensive difficulty and scope for the improvement of education in the State; does related work as required.

EXAMPLES OF DUTIES

Assists a Bureau Chief in supervising the broad educational programs and services offered by the State; develops and administers specific programs of major importance within the framework of policies outlined by the Bureau Chief; provides professional leadership and guidance to school authorities, professional organizations, students and various community groups and individuals; may assist in preparing and administering the allocated budget, and in directing the routine functioning of the bureau.

KNOWLEDGE, SKILL AND ABILITY

Thorough knowledge of the philosophy and methods of education with particular reference to the field concerned; teaching skill; considerable ability to deal effectively with others; considerable administrative ability; ability to prepare comprehensive written reports.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

An earned advanced degree and eight (8) years of professional experience OR in lieu thereof an equivalent combination of experience and training as approved by the Board of Education.

PREFERRED QUALIFICATIONS

  • Experience in the implementation and overseeing of federal and state programs
  • Experience with the Individuals with Disabilities Education Act (IDEA)
  • Experience providing or managing Pre-employment Transition Service
  • Experience developing Program Evaluations
  • Experience generating and analyzing reports

SPECIAL REQUIREMENTS

Incumbents in this class in certain positions may be required to possess an appropriate certificate issued by State Board of Education.
