We are currently recruiting for a qualified and talented Principal Health Care Analyst for our Health Services Division assigned to the Reimbursement, Con & Rate Setting Unit.  This position is located at our Central Office at 55 Farmington Avenue, Hartford, CT.  This position is full-time, first shift, with a work schedule of Monday – Friday 8:00am – 4:30pm.

  • Perform program management tasks in the evaluation of certificate of need applications from nursing homes and rate setting oversite pertaining to Medicaid.  
  • Perform public hearings at healthcare facilities.

  • Review and evaluate financial and management records of health care facilities and/or providers.  
  • Analyze and make recommendations on impact of projects on other health care providers in Connecticut.

PURPOSE OF JOB CLASS (NATURE OF WORK)

OFFICE OF HEALTH STRATEGY: This class is accountable for acting as a working supervisor in the evaluation of budget and rate requests and certificate of need applications of Connecticut health care facilities and/or providers or may act as a healthcare policy lead for statewide healthcare initiatives.

OFFICE OF THE STATE COMPTROLLER: This class is accountable for acting as a working supervisor in the evaluation of tasks relative to the health care plan for state employees and retirees or may act as a healthcare policy lead for statewide healthcare initiatives.

DEPARTMENT OF SOCIAL SERVICES: This class is accountable for performing program management tasks in the evaluation of certificate of need applications and rate setting requests pertaining to Medicaid.

EXAMPLES OF DUTIES

Coordinates, plans, assigns, reviews and determines priorities; schedules, assigns, oversees and reviews work projects; establishes and maintains unit procedures; provides staff training and assistance; conducts or assists in conducting performance evaluations; acts as liaison with operating units, agencies and outside officials regarding unit policies and procedures; reviews and edits team output for accuracy, consistency and appropriate reflection of agency policy; independently reviews documentation and determines compliance with requirements contained in Connecticut General Statutes and agency regulations; creates and coordinates development of analytical approaches to ascertain the accuracy and reasonableness of provided information; develops procedures, documentation references, computer programming and data base management to provide efficient and effective use of staff resources; organizes schedule of meetings, hearings and other administrative and/or investigative proceedings; prepares necessary related written documents and writes final decisions; may provide supervision and oversight of contractors to perform analytics for state programs; may participate in public hearings; may conduct reviews of various health care facilities and/or provider applications; may review and evaluate financial and management records of health care facilities and/or providers; may analyze and make recommendations on impact of projects on other health care providers in Connecticut; may plan, design and implement systems for evaluating financial and quality performance of state employee health care plans; may analyze the impact of proposed legislation, policy changes, budget options and rate change requests on program costs and services; may analyze data regarding new programs or changes to existing programs, including changes in reimbursement, to measure financial impact or to provide recommendations on rate setting; may make recommendations on policies or standards; may serve as hearing officer; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of principles and practices of financial management including organization, administration, management, finance, budgeting, auditing and accounting; knowledge of health care administration and finance; considerable interpersonal skills; considerable oral and written communication skills; considerable ability in interpretation and analysis of complex financial, statistical and technical data; ability to utilize computer software; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in financial management with some experience in health care management.

Note: Financial management is defined as professional accounting or auditing work with responsibility for the review and recommendation of financial policies and procedures of a business organization.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in accounting, finance or other closely related field or public health with some college courses in accounting or finance may be substituted for one (1) additional year of the General Experience.

3. Professional experience in health care facility administration, health program administration, health insurance administration, health planning or other health care related fields may be substituted for the General Experience on a year for year basis to a maximum of one (1) year.

PREFERRED QUALIFICATIONS

Preference will be given to candidates who possess the following:  

  • Experience in preparing healthcare policy impact analyses, data analytics, financial documents, and reports.
  • Experience interpreting and applying federal and state laws and regulations related to healthcare.
  • Experience in writing and developing detail financial reports and presenting at large public meetings.
  • Experience in principles and practices of financial management, finance, budgeting, auditing and accounting.
  • Master’s degree in public administration, public policy, public health or other closely related field.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.

2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
