The State of Connecticut, Department of Transportation (DOT) is now accepting applications for the role of Construction Specialist (Mechanical) within the Office of Operations and Support, Property and Facilities Services unit.

The role:
The incumbent will be required to provide service for an agency operating with a 24/7/365 commitment to the transportation needs of the public. This position oversees the Department’s code enforcement program for the design review and construction inspection of all new buildings and renovations of existing buildings to ensure compliance with all applicable state building and fire codes and ADA requirements, including public transportation infrastructure and traffic signals for code compliance. Also responsible for inspection of all fuel storage installations for compliance with governing DEEP regulations and inspection/release for all electrical utility service installations located on Department property

This is a full-time, 40 hours a week, Monday through Friday position from 7:00 a.m. to 3:30 p.m. located in Newington and will require a considerable amount of travel within the state.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing the most complex tasks in the review of plans and specifications and inspection of contractors' work related to mechanical systems to ensure conformance to standards, codes and contract documents.

EXAMPLES OF DUTIES

Inspects work on air systems and plumbing to ensure compliance with code requirements and standards and recommends changes; performs special investigations and analyses specific to problems in heating, ventilations, air conditioning and plumbing work; schedules and coordinates work of air systems and plumbing contractors and subcontractors with general building schedule; makes recommendations for work orders and expedites their processing; reviews contractors' requisitions and withholds payments as necessary; inspects installation of boilers, oil burners and generating units; examines and verifies water services and distribution systems, hot water systems, plumbing fixtures, lavatory services, sewer lines, and waste lines; inspects air, gas, water, steam, sewer and water disposal systems; inspects tests performed to determine if system is functioning properly; prepares records and reports; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of methods, materials and installation of equipment used in heating, ventilation, cooling and plumbing of large public buildings; knowledge of other construction trades; interpersonal skills; oral and written communication skills; considerable ability to check and supervise heating, ventilation, air conditioning and plumbing work and layout; ability to read and interpret building plans and specifications as related to heating, ventilation, air conditioning and plumbing fields; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in large scale commercial or public construction in mechanical systems.  

Note: Large scale construction will be interpreted as multimillion dollar apartment complexes, public institutions, industrial complexes or other building projects of similar size and scope. The construction of residential developments, small commercial and/or industrial buildings does not meet this requirement.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in engineering, architecture or building construction may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

  • Experience with HVAC, Boilers, water distribution, fire suppression, Fuel storage and distribution, natural gas piping and water sanitation installation requirements.
  • Experience with the State Building and Fire-Safety Codes and industry standards including plan review and inspection of building.
  • Experience managing multiple diverse projects of varying scale.
  • Experience performing field inspections of building construction and renovations.
  • Possession of a current J-1, P-1, P-7, or P-9 license
  • Experience with the International Plumbing and Mechanical Codes, relative NFPA Standards, and industry standards; how plumbing and mechanical systems relate to or integrate with other aspects of building and site construction.

SPECIAL REQUIREMENTS

  1. Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including a license as a Construction Inspector or higher within six (6) months of appointment.
  2. Incumbents in this class may be required to travel.
  3. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from construction site environments and a moderate degree of discomfort from year round weather conditions.
