The State of Connecticut, Department of Energy & Environmental Protection (DEEP) is seeking an Engineer Intern to join our team within the Bureau of Materials Management and Compliance Assurance in Hartford, CT. Upon successful completion of a one-year training program, the Engineer Intern will be promoted to Sanitary Engineer 1

About Us: 

DEEP is responsible for protecting and enhancing the quality of Connecticut's air, water, and lands. The Bureau of Materials Management and Compliance Assurance is one of many bureau's that focuses on this mission through environmental monitoring, permitting, enforcement, cleanup of contaminated sites, and pollution prevention strategies.  

The Department has several programs that work to ensure the proper management - handling, use, and disposal - of materials including pesticides, mercury, PCBs, and petroleum products. Through a number of different mechanisms - outreach and education, product handling efforts and phase outs, training, and regulatory activity - the Department is working to develop better stewardship of these materials to protect environmental quality and public safety. 

It is our policy to maintain and further enhance environmental protection in Connecticut by using permitting, assistance and enforcement resources in an integrated manner to solve the environmental problems identified as priorities. 

Position Highlights: 

The Engineer Intern will be responsible for: 
  • Assisting in the permitting of industrial pretreatment, storm water, surface water or ground water discharges; 
  • Enforcement of regulations and statutes related to industrial pretreatment, storm water, surface water or groundwater discharges. 
This position receives training under the direction of a supervisor or senior staff for a period of one year. 

There will be multiple Engineer Intern positions available in the future. The position will work out of our downtown Hartford office at 79 Elm St, across from historic Bushnell Park. 

This position is full-time, 35 hours per week, Monday to Friday.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for receiving training in introductory professional engineering work for the development of technical and professional engineering skills and knowledge in order to qualify for advancement to the technical engineering work of the agency.

EXAMPLES OF DUTIES

Performs a wide variety of increasingly difficult duties as technical skills are acquired during course of training period. The successful candidate will be responsible for assisting staff of a higher grade in the Water Permitting and Enforcement Division in the performance of the following tasks: Review and process water discharge permit applications for wastewater discharges in order to protect the waters of the state from pollution; Review engineering reports, plans and specifications related to the conveyance and treatment of wastewater; May assist in field investigations at sites of existing and proposed wastewater discharges from industrial facilities, subsurface systems, and/or agricultural activities; Assist in the initiation of enforcement actions to bring non- compliant dischargers back into compliance with applicable laws and regulations; May represent the Department at public hearings, meetings and in court proceedings; Work with municipal, federal, and other state agency officials; and Other tasks as necessary to meet the statutory responsibilities of the Department related to wastewater permitting and enforcement.

KNOWLEDGE, SKILL AND ABILITY

General knowledge of basic engineering theories, principles and methods; skill in use of drafting and calculating instruments; considerable ability in performing mathematical computations, making neat and accurate drawings and preparing minor design and structural details; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Bachelor's degree in sanitary, civil or chemical engineering with courses in sanitary engineering, soils engineering or waste management.

PREFERRED QUALIFICATIONS

The preferred candidate will possess:
  • Relevant course work or experience in the following areas: Chemical, Civil, Environmental, or Sanitary Engineering, water pollution control or water treatment, hydraulics and/or hydrology, stream water quality modeling, or agricultural activities; 
  • Experience interpreting and enforcing environmental laws and regulations; 
  • Experience working on projects involving prioritizing and multi-tasking; 
  • Experience learning and utilizing various computer programs, including but not limited to e-gov systems and database applications; 
  • Experience communicating in person, on the phone, and in writing with a variety of constituents, including colleagues and the public.
