The Public Utilities Regulatory Authority (PURA) is statutorily charged with regulating the rates and services of Connecticut's investor owned electric, natural gas, water and telecommunication companies and is the franchising authority for the state's cable television companies. Ensuring affordable and reliable service from these sectors is critical to maintaining public health and safety and a thriving economy in the state of Connecticut. PURA oversees many aspects of Connecticut's utility sector, including but not limited to: ensuring the prudence of electric system modernization, natural gas system expansion and water system infrastructure investments, reviewing mergers and acquisitions in all the above regulated sectors, conducting periodic utility rate cases, overseeing service quality, safety, and investment for the state's telecommunications infrastructure, and implementing federal requirements for natural gas pipeline safety.

Position Details

This is a full-time, first shift recruitment that operates on a 35 hour per week schedule, Monday through Friday. This position will be located in New Britain, CT. The hired candidate must have the ability to travel to locations across the state of Connecticut for events and meetings.

Your Role

The Office of Education, Outreach, and Enforcement (EOE) Supervisor of Technical Analysis (STA) will report to the Director of EOE and be responsible for scheduling, assigning, and reviewing work of EOE staff as well as planning and prioritizing unit work in all three EOE units (Education and Outreach; Licensing and Certification; Mediation and Enforcement). This person will assist the EOE Director with establishing and maintaining office policies and procedures, particularly as it relates to consumer assistance and education to ensure EOE meets key agency priorities.

The selected candidate will play a crucial role on upcoming assignments associated with PURA's implementation of its Equitable Modern Grid Initiative and key portions of Public Act 20-5, known as the "Take Back Our Grid" Act, including but not limited to, investigations into the utilities' preparation for and response to major storm events; a deep dive into the distribution interconnection procedures employed by the electric utilities; and inspections and audits into the regulated electric, gas, and water utilities, and telecommunications companies.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for supervising the professional, technical and clerical staff and activities of the Cable Television (CATV), Electric, Gas, Gas Pipeline Safety, Telecommunications or Water Section.

EXAMPLES OF DUTIES

Specific responsibilities of this position include, but are not limited to:

  • Works closely with legal advisors on dockets assigned to the Office of Education, Outreach and Enforcement (EOE) Unit to ensure timely resolution;
  • Coordinates and tracks internal trainings related to Legal issues, including writing and ethics;
  • Identifies and defines new operational strategies for consideration;
  • Manages and ensures the efficiency and productivity of the Legal Director’s daily operations through collaboration with senior management and department leaders, performing an array of administrative tasks from managing calendars, generating correspondence, maintaining hard copy and electronic files; and
  • Advises and assists the Legal Director with planning and scheduling meetings, conferences, teleconferences and travel.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply and utilize computerized analytical techniques; considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of principles and practices of cable television (CATV), electric, gas, gas pipeline safety, telecommunications or water utilities; considerable knowledge of methodologies useful in analysis of cable television (CATV), electric, gas, gas pipeline safety, telecommunications or water utilities; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to prepare and edit complex technical documents; ability to utilize computer software; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience in cable television (CATV), electric, gas, gas pipeline safety, telecommunications or water utilities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a discipline closely related to the section activities may be substituted for one (1) year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience working on grid modernization, clean and renewable energy, affordability, and/or consumer assistance and education;
  • Experience with relevant agency policies and procedures;
  • Experience with applying management principles and techniques;
  • Experience in project management, with a focus on interdepartmental communication;
  • Experience in data analysis and database management;
  • Experience in Microsoft Office 365 applications, including SharePoint and Teams;
  • Experience managing multiple projects simultaneously and to work independently.
