DAS is currently accepting applications for the position of Director of Insurance and Risk Management. The State Insurance and Risk Management Board is charged with protecting the assets of the State of Connecticut through a comprehensive and cost-effective insurance and risk management program.

Role:
This position directly supports the Board's mission by administering and providing guidance on insurance coverage, claims management services, risk management and loss control programs; overseeing and monitoring the Agent(s) of Record and Third Party Claims Administrator(s) contracts; preparing the biennial budget; reviewing and analyzing financial, claim and other statistical data.

PURPOSE OF JOB CLASS (NATURE OF WORK)

As Staff Director to the Insurance and Risk Management Board, this class is accountable for directing fiscal and administrative functions and administering the programs and operations of the State Insurance and Risk Management Board.

EXAMPLES OF DUTIES

Directs the staff and operations of the Insurance and Risk Management Board; provides recommendations and guidance to the Board on all insurance and risk management issues; formulates, implements, administers and evaluates program policies, goals and objectives; develops and administers risk management and loss control programs and activities designed to reduce liability and property claims and/or overall program costs; selects and oversees the Agent of Record and the Third Party Independent Claims Contractor and monitors their activities to ensure compliance with contract provisions; works with State agencies, universities, colleges and technical schools to develop programs to prevent claims and control costs; prepares and presents statistical reports on requested subjects to the Board; prepares and administers the biennial budget for the Board; reviews and analyzes financial, claim and other data provided by the insurance carriers and contractors to set priorities and determine long range strategy for the Board; provides technical assistance to State agencies on insurance and risk management issues; reviews fiscal and administrative operations for effectiveness and compliance with statutory requirements and agency policies; works closely with management to enhance the use of quantitatively based risk management methods and procedures across all state agencies; maintains contact with individuals both within and outside of the Board who might impact on Board activities; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant State and Federal laws, statutes and regulations; considerable knowledge of insurance finance operations; knowledge of insurance contracts; knowledge of research techniques; considerable ability to plan, organize and direct research programs and examinations of complaints; ability to analyze and respond to complex issues arising in insurance and risk management research; ability to develop programs that have a measurable impact in reducing an organization’s exposure to losses considerable interpersonal skills; considerable oral and written communication skills; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in risk management, claims management, loss control or insurance purchasing.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two years of the General Experience must have been at a managerial level with responsibility for large-scale insurance and risk management programs, including budgeting, program development and staff supervision.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling six (6) months of experience to a maximum of four (4) years for a Bachelor’s degree.
2. A Master's degree in accounting, business, insurance, finance, economics or actuarial science may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Bachelor’s degree or higher in Business, Finance, Economics, or a related field.
  • 5+ years' experience with risk management or loss prevention programs in an organization having a workforce of 1,000+ employees.
  • 5+ years' experience with insurance contracts and risk financing.
  • 5+ years' experience managing claims and litigation matters with a third party claims administrator.
  • Experience with claims management systems.
