The State of Connecticut, Department of Social Services (DSS) is recruiting for a Social Services Medical Administration Manager for the Non-Emergency Medical Transportation (NEMT) team, in the Integrated Care Unit (ICU) for the Division of Health Services (HS), located at 55 Farmington Avenue, Hartford, CT 06105. This opportunity is a full-time, 40 hours per week with a Monday through Friday work schedule. The first shift hours are 8:00 AM to 4:30 PM.

This unique opportunity allows you to use your leadership skills and experience to help shape and improve a complex Medicaid benefit that provides Non-Emergency Medical Transportation (NEMT) to individuals eligible for the Medicaid program. This position will play a meaningful role in the future of this Medicaid benefit.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Social Services and Department of Developmental Services this class is accountable for managing the policy development and/or program implementation of agency health service programs provided through Medicaid.

EXAMPLES OF DUTIES

Manages the staff and operations of a Medical Administration Operations, Policy Section or Waiver Policy and Enrollment Division; implements policies and/or programs for health care services; coordinates, plans and manages unit activities; formulates program goals and objectives; develops or assists in the development of related policy; interprets and administers pertinent laws; coordinates research, data analysis and program planning efforts; monitors, analyzes and evaluates policies and/or programs to determine cost-effectiveness and quality of service; evaluates staff; prepares or assists in budget preparation; maintains contacts with individuals both within and outside of the agency who might impact on program activities; act as agency contact with and represents the agency before hospitals, medical care providers, Federal and other State agencies, other operating units, agencies and outside officials; maintains liaison with federal and state agencies administering the Title XVIII and XIX programs; may implement and monitor contracts with providers of medical services in the community; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of policy, regulations and laws applicable to medical care administration; considerable knowledge of public health programs and administration; considerable knowledge of federal and state medical care programs; considerable knowledge of relevant agency policies and procedures; considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant State and Federal laws, statutes and regulations; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in the health services field involving the administration, planning or coordination of health care programs.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a managerial, supervisory or consultative capacity with programmatic and administrative responsibility for a statewide health care program.

Note:

DEPARTMENT OF SOCIAL SERVICES: For State Employees this is interpreted at the level of Health Program Supervisor, Pharmacy Consultant, Planning Specialist, Public Assistance Consultant or Supervising Nurse Consultant.

DEPARTMENT OF DEVELOPMENTAL SERVICES: For State Employees this is interpreted at the level of Developmental Services Program Manager or Developmental Services Supervisor of Case Management.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in Public Health, Health Care Administration or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Preference will be given to candidates who have the following experience:
  • Managing a contract of $5 million annually and/or a contract which serves 10,000 or more individuals per year
  • Working with performance - based and outcome - based contract management
  • Working with data analytics
  • Providing services for public transportation logistics, applying policies and practices
  • Following continuous quality improvement practices
  • Customer service duties and practices
  • Collaborating in public meetings and performing public presentations
