We seek an experienced and qualified individual for a meaningful role as the Behavioral Health Medical Director (PCN 127050), at Southeastern Mental Health Authority (SMHA) within the Clinical Administration Division. This position is located at 401 West Thames Street in Norwich. This is a full-time, first shift, 40 hours per week position, with a work schedule of Monday through Friday, 8:00am to 4:30pm.
IN THIS ROLE YOU WILL:
- Provide leadership and clinical supervision to a Psychiatrist and four Psychiatric APRNs
- Serve as a member of the SMHA Management Team
- Attend Network Management Meetings with community partners and providers.
- Co-chair the SMHA Network Bi-Weekly Risk Management Meeting in order discuss high risk cases, provide consultation, and identify/review risk mitigation strategies.
- Co-Chair the monthly SMHA Risk Meeting in order to discuss safety-related issues, review risk data, and review agency Incident Reports.
- Co-chair the SMHA Clinical Practice Committee in order to review/discuss clinical policies and procedures, ensure consistent implementation of all clinical policies, identify clinical trainings needs, discuss clinical care and barriers, identify methods/interventions for improving client care and clinical outcomes, develop medical records forms and documentation, and review agency clinical data.
- Chair bi-weekly Prescriber Meetings and bi-weekly Pharmacy and Therapeutic Meetings in order to discuss issues/topics related to client care and prescribing practices.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Mental Health and Addiction Services, Local Mental Health Authority, this class is accountable for administering designated agency medical, clinical and behavioral health services programs and operations.
EXAMPLES OF DUTIES
Directs staff, services, and programs of a designated hospital, facility, regional medical area or behavioral health program; develops, implements, and evaluates policies, goals, and objectives to ensure conformance with agency mission, goals, objectives, and statutory provisions; assists in development of programs and activities including development of medical service standards and criteria; implements new procedures and procedural revisions; determines or assists in determination of appropriate staffing levels and directs or assists in management and coordination of staff; implements staff performance review standards; maintains contact with individuals both within and outside of agency who might impact on programs and services; administers state and federal regulations pertaining to medical and psychiatric health care programs, services, and operations; participates on various committees and boards; may testify in court as needed; may conduct training; may assist agency medical director in development, implementation, and evaluation of agency wide policies, goals, and objectives; may be responsible for coordination of accreditation activities; may serve as agency liaison with external medical, behavioral health planning, advisory groups, courts, and other state medical and service agencies; may monitor contracts with medical services vendors; may participate in quality assurance studies and investigations; may develop processes and practices to improve quality and cost of patient care; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of principles, practices, and issues of medicine and psychiatry with particular reference to diagnosis and treatment of behavioral health patients; considerable knowledge of recent developments in the field of psychiatry and medicine; knowledge of administration and clinical operations, functions, and systems involving medical service delivery; considerable interpersonal skills; considerable oral and written communication skills; considerable organizational skills; considerable analytical skills; ability to teach and provide clinical supervision.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Experience in a hospital, clinic or correctional facility as a board certified psychiatrist.
SPECIAL REQUIREMENTS

Incumbents in this class must possess a license to practice medicine and surgery in Connecticut.

Incumbents in this class must possess and retain certification as a specialist in psychiatry by the American Board of Psychiatry and Neurology.

Incumbents in this class must possess and maintain eligibility for participation in federal health care programs as defined in 42 U.S. 1320a-7b(f).

Incumbents in this class may be required to possess and retain certification as a specialist in an area such as geriatrics, ABI/TBI, forensics, substance abuse, etc.
