The Role:
The State of Connecticut, Department of Administrative Services (DAS)  is now accepting applications for an exciting Statewide Human Resources Program Manager – Staffing Programs within the Department of Administrative Services. 

This position is a crucial role, which will drive and manage successful outcomes within Executive Branch 24/7 and large agency staffing programs, including the related technologies associated with the talent acquisition process. Success in this role will be  inclusive of, but not limited to; reducing time to fill where agency staffing is involved, ensuring proper and timely documentation within applicant tracking and data capture systems, and improving agency staffing process efficiencies. Additionally, this position will be responsible for identifying and coordinating training needs within the agency Human Resources Business Partner (HRBP) areas, especially within the staffing units. This position reports into the HR Administrator, Human Resources Business Partners.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services, this class is accountable for managing human resource programs having statewide impact.

EXAMPLES OF DUTIES

This position will:

  • Direct staff and operations of Executive Branch Agency Human Resources staffing programs;
  • Ensure all state staffing, recruiting and position action standards and related policies and procedures are communicated and consistently followed;
  • Advise and counsel Human Resources staff and agency officials in areas of classification, hiring responsibility; planning, coordinating and managing agency Human Resources staffing program, strategies, and policies; 
  • Partner with agency officials to uncover staffing, recruitment, and hiring challenges, and develop corresponding program to address; 
  • Identify any inefficiencies within agency staffing plans, recruiting, and position action processes.  Develop action plans, coordinates and manage efforts to streamline where possible;
  • Develop staffing program goals, objectives, procedures, and work plans; participates in the development of statewide hiring and recruiting targets, metrics, and analytics;
  • Be accountable for staffing teams meeting relevant staffing, recruiting, personnel transaction, and JobAps action-taken code metrics;
  • Develop or assists in the development of statewide policies and procedures; interpret and administer pertinent laws, general statutes, and all governing policies and procedures.  Analyzing for statewide impact;
  • Select, train, manage, and evaluate assigned staff;
  • Identify or assist in the identification of training needs within the Agency Human Resources Business Partner group.  Coordinates with the Learning and Development and/or Talent Solutions teams to develop and administer relevant trainings;
  • Provide consultation and training to State agencies on recruitment, selection, classification and business rules;
  • Maintain contacts with individuals both within and outside of program who might impact on program activities; ensures consistency of policies and procedures and uniform interpretation of policies and procedures; 
  • Ensure compliance with professional standards and State and Federal requirements;

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of public personnel administration; considerable knowledge of relevant federal and state statutes, regulations, policies and procedures; considerable knowledge of the principles of job analysis, classification, and job evaluation; considerable knowledge of personnel assessment, recruitment and selection principles and procedures; considerable knowledge of classification grievance and arbitration practices and procedures; considerable knowledge of workers' compensation; considerable knowledge of employee leaves; knowledge of labor relations; knowledge of and ability to apply management principles and techniques; knowledge of and ability to use statewide human resource information systems; knowledge of statistics; knowledge of employee and labor relations; considerable oral and written communication skills; considerable interpersonal skills; negotiation and conflict resolution skills; considerable ability to conduct large scale classification, organizational and validation studies; considerable ability to develop and implement statewide human resources policies and procedures; considerable ability to interpret and apply statutes, contracts and regulations; ability to provide consultation and training to state agency human resources staff; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of professional experience in human resources management.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been at the full advanced working level, in the specific human resources management functional area pertinent to the position (e.g. Talent Solutions, Human Resources Policy and Information Systems, Benefits and Leaves, and Workers’ Compensation).

For state employees, this is interpreted at or above the level of Principal Human Resources Specialist, Human Resources Generalist 3 or Agency Labor Relations Specialist.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in human resources management, labor relations, business administration, public administration or other closely related field may be substituted for one (1) additional year of the General Experience.
  3. A law degree may be substituted for two (2) additional years of the General Experience.

PREFERRED QUALIFICATIONS

  • Bachelor’s Degree or higher;
  • Experience managing staffing programs and remote recruitment staff;
  • Experience managing staffing programs within a matrixed environment or across multiple geographical locations; 
  • Experience managing within an environment driven by staffing metrics and analytics; 
  • Experience managing competing priorities across multiple clients;
  • Experience identifying and addressing training needs within a professional group. 

SPECIAL REQUIREMENTS

  1. Incumbents in this class may be required to travel.
  2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's License.
