ABOUT US

We report directly to the Governor and provide information and analysis that the Governor uses to formulate public policy for the state. We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor’s budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor.

THE ROLE

We are seeking an unclassified Undersecretary for Finance, Strategic Decisions and Accountability.  This is an exciting opportunity to evaluate and support significant financial initiatives and analyze, develop, coordinate and implement new statewide initiatives and special projects to streamline governmental procedures and to improve the effectiveness and efficiency of state government.  

The ideal candidate will have a seasoned background in finance and experience working in a fast-paced environment; experience working across sectors and to identify stakeholders; strong presentation skills; experience working with and presenting to senior executives; will be comfortable dealing with ambiguity; and have the ability to work independently.

This position is conveniently located in Hartford, CT.  The work schedule for this position is typically Monday - Friday, forty (40) hours per week.

This is an unclassified position, appointed by the Secretary of the Office of Policy and Management in accordance with the provisions of Section 4-65a (b) of the Connecticut General Statutes and serves at the pleasure of the appointing authority.

PURPOSE OF JOB CLASS (NATURE OF WORK)

Serves as an Undersecretary in the Office of Policy and Management with responsibility for the development and analysis of statewide policy or the direction and supervision of a Division.

EXAMPLES OF DUTIES

  • Represent the Secretary on various boards and commissions or in various meeting capacities.
  • Review and assess complex models or financials into simple terms that others can understand in a presentation
  • Analyze trends, performance and risks of organizations.
  • Ability to review and analyze monthly and annual financial statements, periodic financial reports, annual to actual budgets, annual audit and associated schedule, and cash flow reports.
  • Analyze, develop, coordinate and implement new statewide initiatives and special projects to streamline governmental procedures and to improve the effectiveness and efficiency of state government.  Serve as project lead for the state CREATES implementation initiative.
  • Works with Division Heads to prioritize funding and timelines for projects and purchases.
  • General knowledge and experience with accounting procedures and business finance, cost analysis and cost modeling, cost-benefit analysis, business case analysis, cost studies, performance measurement or performance management, performance metrics and measures development, cost reduction or cost efficiency.
  • Ability to identify adequate internal control procedures for all financial functions, including adequate separation of duties.
  • Responsible for maintaining grant files. Submits grant reimbursement requests.
  • Assess organizational operations, recommend changes for optimal effectiveness and lead implementation team.
  • Serve as OPM liaison to Unified Command to coordinate statewide emergency response.
  • Experience with organizational transformation and project management.
  • Ability to build consensus among diverse and competing constituencies.
  • Ability to identify long-term in a changing economic environment.

PREFERRED QUALIFICATIONS

  • MBA, MPA, Master of Finance or Accounting degree, or other related field/ advanced level degree;
  • More than ten (10) years of related experience in, accounting, budget management financial modeling, financial reporting, financial analysis, or financial or forensic auditing;
  • Experience with quantitative or statistical analysis;
  • Experience with pension or other retirement instruments, including actuarial valuations;
  • Experience with Lean analysis or other operational efficiency initiatives; and
  • Advanced knowledge of Excel.
