In order to be considered for this job opening, you must be a current State of CT employee of the Office of Policy and Management, who has permanent state status*, and meet the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application. 

*For employees in the classified service, permanent status is obtained after successful completion of a working test period.  For employees in the unclassified service, permanent status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

All State employees shall follow the guidelines as listed in Executive Orders  13F (3a) and 13G (3a) .

The minimum experience and training requirements must be met by the close date on the job opening, unless otherwise specified.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Policy and Management this class is accountable for assisting in directing the activities of the various subdivisions in the areas of research, plans and policy development, planning reviews, coordination, program development and administration.

EXAMPLES OF DUTIES

Craft and develop adult and juvenile criminal justice policy, including but not limited to:

  • Legislative proposals;
  • Coordinate communication and collaboration among executive branch agencies, the Judicial Branch, non-profits, and other criminal justice system stakeholders;
  • Interpret and implement new laws; and
  • Strategic planning relating to use of federal and private grant funds.

Participate on behalf of the CJPPD at relevant internal and external meetings, including but not limited to:

  • Criminal Justice Policy Advisory Commission, which in accordance with C.G.S. Sec. 18-87j, the Undersecretary for CJCCP chairs and is within OPM for administrative purposes;
  • Juvenile Justice Policy and Oversight Committee, which in accordance with C.G.S. Sec. 46b-121n, the Secretary is a member and co-chairs; and
  • Sentencing Commission, which in accordance with C.G.S. Sec. 54-300, the Undersecretary for CJPPD is a member and is within OPM for administrative purposes.

Oversight of administrative duties of the CJPPD, including but not limited to:

  • Freedom of Information Act requests,
  • Adherence to document retention requirements,
  • Staff training, and
  • CJPPD budget development.

Integrate, oversee and evaluate the work and staff in the Grants Unit and Research Unit, including:

  • Supervise the Policy Development Coordinators in the CJJPD’s Grants and Research Units,
  • Establish and track goals for CJJPD’s Grants and Research Units, and
  • Collaborate with staff to maintain compliance with CJPPD’s statutory reporting and implementation requirements. 

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of principles and practices of public administration; considerable knowledge of principles and practices of state planning; knowledge of and ability to apply management principles and techniques; knowledge of research and statistical analysis; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in research, statistics, planning, management or policy analysis.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the supervisory level.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in administration, planning or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience communicating findings from criminal justice data and policy analysis to state policymakers;
  • Experience interpreting statutory and administrative policy and proposing policy options based on criminal and juvenile justice priorities;
  • Experience administering grants;
  • Experience working in the criminal justice system; and
  • A bachelor’s or advanced degree in law, criminal justice, public policy, emergency services and homeland security, or a closely related field.
