Introduction

The State of Connecticut, Department of Energy and Environmental Protection (DEEP), has a current opening for an Associate Research Analyst in the Bureau of Energy and Technology Policy unit based in New Britain, CT.

The Bureau of Energy and Technology Policy (BETP) is charged with developing policies and programs to mitigate and adapt to the impacts of climate change, conserve, improve and protect Connecticut’s natural resources and environment, and provide equitable access to broadband and affordable, clean and reliable energy to the people and businesses of the state.  The agency is also committed to playing a positive role in rebuilding Connecticut’s economy and creating jobs – and to fostering a sustainable, equitable and prosperous economic future.

BETP manages local, state and regional energy and broadband policy and programs for the Connecticut Department of Energy and Environmental Protection (DEEP). JOB DETAILS

As an employee of BETP, you will be assigned projects to support policy and program development across subject matter areas within the Bureau. This will give you broad exposure while developing expertise in areas of focus. You may be assigned to work in areas such as energy efficiency, zero carbon energy generation, regional coordination of energy issues, transmission planning, utility finance and rate design, weatherization, telecommunications and broadband, and deploying comprehensive clean energy and broadband resources in coordination with municipalities and other state entities. In all areas, equitable policy and program design and inclusive processes for public input are prioritized. 

BETP is a collaborative work environment with a team-based approach to most projects. As an Associate Research Analyst, you will lead or contribute to research, writing, and public engagement projects that increase in complexity over time as you develop your skills and experience based on training and feedback from supervisors and managers. 

POSITION DETAILS

This is a full-time, 40 hour per week position located in New Britain, CT.  Schedule is 1st shift, Monday - Friday.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, this class is accountable for performing the most complex tasks in the development and implementation of research projects.

EXAMPLES OF DUTIES

Performs most complex duties in area of research design and implementation; develops and conducts formal research methodologies and procedures and analyzes and evaluates data; designs data collection forms and develops procedures; performs complex statistical analysis; prepares comprehensive narrative and statistical reports; may prepare special reports for agency officials in response to inquiries from legislature or the public; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of research methods and techniques; considerable knowledge of principles, concepts and methods of statistical analysis; knowledge of agency related policies and procedures as related to research; considerable oral and written communication skills; interpersonal skills; considerable ability to analyze data; ability to develop programs and use prepackaged computer programs to perform data analysis.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in research, data analysis or economics.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been conducting research at the level of Research Analyst.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience in energy efficiency, demand response, electric transmission, or finance
  • Experience providing both written and verbal information to a diverse population
  • Experience interacting with and explaining information to individuals in a fast-paced environment that involves considerable phone and email contact
