The Public Utilities Regulatory Authority (PURA) is statutorily charged with regulating the rates and services of Connecticut's investor owned electric, natural gas, water and telecommunication companies and is the franchising authority for the state's cable television companies. Ensuring affordable and reliable service from these sectors is critical to maintaining public health and safety and a thriving economy in the state of Connecticut. 

PURA is statutorily charged with regulating many aspects of Connecticut's utility sector, including but not limited to:
  • Ensuring the prudence of electric system modernization; 
  • Natural gas system expansion and water system infrastructure investments; 
  • Reviewing mergers and acquisitions in all the above regulated sectors; 
  • Conducting periodic utility rate cases; 
  • Overseeing service quality, safety, and investment for the state's telecommunications infrastructure; 
  • Implementing federal requirements for natural gas pipeline safety. 
Position Highlights: 

The State of Connecticut, Department of Energy and Environmental Protection (DEEP) currently has an opening for a Public Utilities Director of Utility Regulation who manages the Office of Utility Regulatory Affairs (OURA), located at Ten Franklin Square, New Britain, CT. This position will be 40 hours per week, Monday to Friday, 8:30 A.M. to 5:30 P.M. 

OURA is primarily tasked with regulating traditional utility investments, including by reviewing the prudence and reasonableness of financing requests, management decisions, quality of service, and condition of utility plant. Rate case proceedings for electric, gas and water sector regulated companies are led by this office. 

The Director manages three supervisors and indirectly manages a larger staff (approximately 15-20). The supervisors underneath the Director lead the three units of OURA including: 
  • Gas Pipeline Safety and Call Before You Dig; 
  • Revenue Requirements Unit; 
  • Engineering and Public Safety. 
While the supervisors will be responsible for the day-to-day management and supervision of the staff assigned to their respective divisions, the Director will be charged with providing strategic direction for the office as well as policy and technical support to the chairperson and other commissioners. The Director will also oversee utility matters that span multiple sectors, including electric, gas, water, cable and telecommunications. 

The incumbent may be required to travel to locations across the state of Connecticut for events and meetings.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection, Public Utilities Regulatory Authority Operations, this class is accountable for directing the activities of a group or groups of technical units.

EXAMPLES OF DUTIES

Directs staff and operations of technical units in the division; coordinates, plans and manages unit activities including evaluation of applications for rate changes, expansion of plant and equipment and other utility activities; formulates program goals and objectives; assists in development of related policy; interprets and administers pertinent laws; evaluates staff; maintains media and state and federal legislative and regulatory contacts; directs research, analysis and evaluation of economic, environmental, technical and financial aspects of public policy issues relevant to agency work; reviews work for accuracy and completeness; initiates and coordinates specific studies and programs involving regulatory actions; directs staff activities in connection with audit examination of utility companies' books and records for compliance with regulations and procedures and in connection with reviews of financial records, accounting reports and cost of money analyses; directs staff review of applications for new financings, investigations of condition of utility plant, quality of utility service and accidents involving utility equipment; directs staff assessments of existing and proposed technologies; coordinates and directs development of computer models and other analytical techniques; develops and maintains computerized systems in support of analytical and informational needs of department; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices of and technical matters pertaining to regulation of assigned areas in cable television, electric, gas, telecommunications and/or water; considerable knowledge of analytical techniques and computer modeling; considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; knowledge of and ability to apply management principles and techniques; considerable interpersonal skills; considerable oral and written communication skills; ability to prepare and edit complex documents.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years of experience in a supervisory capacity over professional staff engaged in public utility regulation. Supervisory capacity is defined as scheduling, assigning, overseeing work and establishing performance standards for employees and taking corrective measures to implement those standards.

PREFERRED QUALIFICATIONS

The preferred candidate will possess:
  • A Master's degree in accounting, economics, business, or engineering; 
  • Experience working on cost-of-service rate regulation; 
  • Experience overseeing or conducting field inspections of energy infrastructure (e.g. water treatment plants; natural gas pipeline; utility poles; etc.); 
  • Experience working on topics related to mergers and/or acquisitions, preferably related to the electric, gas, telecommunications or water industry within the last five (5) years; 
  • Experience working on topics related to the natural gas energy transition within the last five (5) years; 
  • Experience conducting, overseeing and reviewing management audits within the last five (5) years; 
  • Experience providing direct supervision to technical staff (e.g. engineers, accountants) within the last five (5) years; 
  • Experience drafting agency testimony and comments on pending legislation; 
  • Experience communicating effectively with a team while managing a project; 
  • Experience with data analysis and database management; 
  • Experience working in Microsoft Office 365 applications, including SharePoint and Teams; 
  • Experience managing multiple projects simultaneously while successfully working independently. 

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
