Introduction

The State of ConnecticutThe Office of the Secretary of the State (SOTS) is designated by the Constitution and General Statutes of Connecticut as the official keeper of a wide array of public records and documents.  As a vital source of information regarding various businesses, commercial lenders, elections, legislation, regulations and other areas, this office is responsible for responding to more than 600,000 requests for information annually.

We are recruiting for two (2) full-time License and Applications Analyst positions with the Document Review Unit in the Business Services Division.  The selected candidates will be expected to work 8 hours per day, Monday – Friday 8:30am - 5:00pm. 

These License & Application Analyst positions are professional-level positions.  Proficiency with common professional-level tools is expected.  The selected candidates will review and process various documents filed under the state’s corporations and business entity laws and legal documents served to the Secretary under Connecticut’s civil procedure laws.  The job requires the application of legal requirements to records filed with the division and an ability to determine whether the records may be accepted or rejected. 

The candidates will also be expected to provide excellent customer service over the phone, by email, and in-person at our public counter.  Excellent oral and written communication skills in the English language required.   Applicants must have a strong customer service background, as the unit responds to a high volume of customer service calls and help desk tickets. 

Candidates must have strong interpersonal and relationship-building skills, problem-solving skills, and demonstrated ability with typical professional office tools.  Candidates must also demonstrate competence and experience working with software and other technologies, such as Microsoft Office Suite, Salesforce, cloud phones, and help desk ticketing software. 

During training, the candidates will be expected to report to our office at 165 Capitol Avenue, Hartford, CT full-time.  After training, a hybrid telework/in-office schedule may be available, subject to business needs.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, this class is accountable for independently performing a full range of tasks involving the processing of license and registration applications in an agency with regulatory responsibility for specific industries or businesses.

EXAMPLES OF DUTIES

Assists in administration of licensure, certification and/or permitting functions; reviews, evaluates and analyzes factors and incidents impacting on regulatory responsibility including applications for licensure, certification and proper permit authority for compliance to relevant agency statutes, regulations, policies, procedures and practices; processes initial and renewal applications; responds to mail, telephone and personal inquiries from consumers, governmental agencies, interested parties requesting information concerning entities regulated by department; explains regulatory laws and agency regulations to applicants, licensees and consumers; conducts research, collects data and analyzes information relating to application review process; provides technical assistance to clerical staff; authorizes issuance of licenses, permits and/or certifications; may participate in public hearings concerning issuance, revocation or amendment of certificates, licenses or permits; may review documents and related materials for criminal convictions and bankruptcy files; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of relevant licensure, certification or permit functions of regulated entities; knowledge of relevant regulated industry operations, practices and procedures: basic knowledge of statistics; interpersonal skills; oral and written communication skills; ability to understand, interpret and apply laws, regulations and other written materials pertaining to entities regulated by department; ability to research, analyze and evaluate data and prepare comprehensive written reports; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience performing technical or complex clerical duties involving the review or processing of licenses, certifications or permits for a governmental regulatory agency or in a regulated industry.
Note: For State Employees, this is interpreted at the level of Office Assistant.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

Preferred Experience and Skills:  
• Familiarity with Salesforce, Avaya Cloud Office and Freshdesk or a demonstrated ability to successfully understand similar products is strongly preferred.
• Ability to multi-task and organize through the use of all Office 365 products (including Word, Excel, Outlook and Teams) is preferred.  Familiarity with other office productivity platforms like G-Suite, Zoom and Slack is an acceptable substitute.  
• Previous experience in high-level call centers or similar experience in high-volume customer service environments is preferred.  
• Proficiency in Spanish preferred.  Candidates fluent in Spanish may be eligible for a small stipend.
