Within the Bureau of Water Protection & Land Reuse (WPLR), our mission is to work together for the restoration, protection and conservation of Connecticut’s water and land resources for current and future generations. With this in mind, we are currently looking for 2 Supervising Environmental Analysts. Each position is responsible for directing, supervising, and administering the day-to-day operations-one for the North Central District and one for the South Western District within the DEEP, Remediation Division.

Job Details

These positions will work out of our downtown Hartford Office, located at 79 Elm Street, across from historic Bushnell Park.  These are a 35 hour per week, Monday – Friday, from 8:00-am to 5:00 pm (flexible), with some weekend and evening work required to attend public meetings or events.

Job Duties

The specific position duties include, but are not limited to:

  • Supervise the administration and implementation of Property Transfer Act, Voluntary Remediation, RCRA, Superfund, Brownfield and Pollution Abatement Order site investigation and remediation in accordance with the RSRs.
  • Supervise the administration and implementation of the Potable Water, Significant Environmental Hazard and Site Remediation Permitting programs.
  • Supervise the administration and implementation of the License Environmental Professional audit program and other Remediation Division compliance efforts.
  • Supervise the administration and implementation of emerging chemical initiatives and division support functions such as information/document/data management.
  • Supervise Remediation Division intra/inter department support/coordination efforts concerning site investigation and remediation, public outreach/education and  implementation of DEEP goals.
  • Supervise development and implementation of Remediation Division succession planning and staff training.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for supervising a section engaged in environmental analyses and evaluations and coordinating intra- and interagency efforts in state and regional planning and policy development projects.

In other state agencies this class is accountable for supervising a section engaged in environmental analyses and evaluations.

EXAMPLES OF DUTIES

Supervises a section engaged in development and implementation of departmental, local or statewide environmental plans and programs; schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans office work; establishes and maintains office procedures; develops or makes recommendations on development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; supervises review and analysis of proposed and existing projects and legislation for environmental impact, consistency with policies and plans and economic benefits and costs; oversees preparation of environmental impact statements; directs administration of state and federal program budgets; supervises and coordinates special planning studies; identifies and describes state environmental goals and special problem topics; monitors and testifies at hearings; supervises and cooperates with consultants in project development; serves as agency representative at public and committee hearings and conferences; may prepare enforcement actions; may serve as department representative on various regulatory and advisory boards and committees; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices in fields relative to environmental protection; considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of principles and practices of environmental and policy analysis; considerable knowledge of environmental program planning principles and practices; knowledge of statistics; considerable interpersonal skills; considerable oral and written communication skills; research and organizational skills; ability to understand and interpret technical data; ability to utilize computer software; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in an advanced working/working lead level capacity.
Note: For State Employees this is interpreted at the level of Environmental Analyst 3.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in a scientific or technical discipline related to the environmental field, including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.
Note: Education may only be substituted for a total of five (5) years.

PREFERRED QUALIFICATIONS

  • Experience  managing complex workflow, defining expectations and establishing measurable goals, establishing priorities, coordinating activities, making sound decisions, and mentoring staff in developing and expanding their capacity at all levels;
  • Experience developing and implementing innovative approaches and programs to address problems, improve efficiency and quality of service and achieve better environmental results, and problem solve when faced with shifting priorities;
  • Excellent oral, written and interpersonal skills, including demonstrated ability to effectively communicate technical information in a clear and concise manner with the regulated community, state and federal agencies, stakeholders, non-governmental organizations and the general public;
  • Knowledge of the DEEP Remediation Division programs and Remediation Standard Regulations;
  • Work experience and knowledge of the principles and practices of environmental regulations specific to site remediation;
  • Work experience and knowledge with ecological risk assessment and groundwater modeling;
  • Track record of completing work on a timely basis, using time efficiently, working in an organized manner given competing demands and organizing large amounts of data, information and project  components;
  • Work experience using computer software including MS Excel, MS Access, ArcView, ArcInfo or software programs and application for natural resource modeling, statistical analysis, GIS and database management.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on site environments and a moderate degree of discomfort from exposure to year round weather conditions.
