The DMHAS, Office of the
Commissioner (OOC) seeks qualified individuals for the position of DMHAS
Director of Workforce Development within the Education and Training
Division. This position is located at Connecticut Valley Hospital (CVH),
1000 Silver Street, Middletown, CT. This is a full-time, forty (40) hours
per week position. The work schedule is 1st shift, 8:00 a.m. to 4:30
p.m., Monday through Friday. The position number is 23754. The
selected candidate will provide direction and consultation to Staff Development
(training staff) at all DMHAS facilities as well as managed multiple trainers,
both internal and hired external trainers.
In this role you will discover the
opportunity to:
- Plan and implement
training for direct care staff in both DMHAS operated and DMHAS funded behavioral
health services;
- Oversee the
Learning Management System (LMS) for DMHAS;
- Monitor and develop trainings that
are directed toward Recovery-oriented care and the implementation of
evidence-based practices;
- Develop
compliance reports for state-mandated and other mandated trainings required by
external monitoring agencies;
- Manage and oversee the contract with the Connecticut Certification Board;
- Collaborate with other New England
state agencies to provide the New England School of Addiction and Prevention
Studies;
- Serve as a member on the
advisory Board of the New England Addiction Technology Transfer Center that
provides training and consultation to Connecticut and other New England states;
and
- Track and gather data to collaborate
on Affirmative Action Reports.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Mental Health and Addiction Services this class is accountable for directing, planning, implementing and coordinating education and training programs and services for staff of departmental operated and funded facilities.
EXAMPLES OF DUTIES
Directs staff and operations of division; coordinates, plans and manages training activities; formulates program goals and objectives; develops training and staff development policies; interprets and administers pertinent laws, regulations and labor contracts concerning agency training and staff development activity; evaluates and monitors quality of trainer performance; develops training program budget proposals and monitors expenses; develops reviews and evaluates curriculum and training courses; serves as primary manager responsible for contracting with outside vendors and evaluating performance standards for these vendors; prepares reviews and monitors contracts and/or arrangements for training services; provides consultative services to agency administrators, management and staff in developing and conducting needs analyses and development of action plans; maintains contacts with individuals both within and outside of agency who might impact on program activities; provides consultative services to agency managers regarding organization development; serves as focal point for staff development initiatives as chairperson of Human Resource Education and Training Council, liaison to Human Resources Council, Agency Training Approval and Tuition Reimbursement Officer and agency management representative for labor and/or management educational activities; coordinates statewide behavioral health conferences; serves as primary agency contact with colleges and universities regarding academic affairs; manages a centralized Training Administration Information System; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of human resource development, education and training methods and adult education principles and techniques; knowledge of behavioral health service delivery and treatment programs; knowledge of professional and clinical education programs; knowledge of continuous improvement processes and methods; knowledge of organizational change; knowledge of accreditation standards for health care organizations particularly relating to human resources; knowledge of needs analysis methods and techniques; knowledge of program evaluation methods; considerable interpersonal skills; considerable oral and written communication skills.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of professional experience in human resource development, inservice training or adult education in a health care setting.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at a managerial level primarily involving responsibility for planning, developing, coordinating and implementing an educational or staff development program in a behavioral health care setting.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a closely related field such as education, organizational development, health care administration may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience with the methods and
principles of behavioral health including current principles and methods of
assessment and treatment of clients with mental health and substance use
disorders.
- Experience in the recent and emerging developments in field of
behavioral health including treatment and support service models and
evidence-based practices.
- Experience evaluating, editing, designing, and
implementing both self-directed web-based training and instructor-led training.
- Experience managing and coordinating staff and trainers.
SPECIAL REQUIREMENTS
1. Incumbents in this class may be required to possess relevant certifications, licenses or academic credentials.
2. Incumbents in this class may be required to travel.
