Introduction

The State of Connecticut, Division of Criminal Justice (DCJ) is responsible for the investigation and prosecution of all criminal matters in the State of Connecticut. It is an independent agency of the executive branch of state government, established under the Constitution of the State of Connecticut. The Division of Criminal Justice is composed of the Office of the Chief State's Attorney, located in Rocky Hill, Connecticut, and the Offices of the State's Attorneys for each of the thirteen Judicial Districts in the State of Connecticut. 

We are recruiting for one (1) DCJ Assistant Accountant who will be a part of the Financial Services team within the Office of the Chief State's Attorney.  This is a full-time, forty (40) hour per week position, located at the Office of the Chief State's Attorney in Rocky Hill, CT, with core hours of 8:00 AM to 5:00 PM, Monday through Friday.

NOTE:  The incumbent will be required to complete a background check.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the Chief State's Attorney, Division of Criminal Justice, this class is accountable for performing a combination of a full range of basic professional and highly complex clerical work in accounting or financial examination work.

EXAMPLES OF DUTIES

Maintains an interrelated group of accounts including classifying and recording transactions and reconciling accounts; prepares simple financial statements; assists in preparation of complex financial statements; examines financial documents to ensure accuracy and conformance with requirements by reviewing related records, provisions and/or regulations; calculates rates involving complex arithmetical formulas; responsible for accounts payable including maintaining disbursement records, distributing charges to proper accounts, encumbering appropriation accounts for purchase orders, authorizing routine expenditures, auditing invoices or payments for accuracy and compliance with state regulations; gathers and consolidates payroll and expenditure data to facilitate budget preparation; ensures expenditures plus encumbrances are within appropriation limits; ensures that routine payments are in compliance with contract provisions; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of bookkeeping and financial record-keeping principles and practices; knowledge of basic governmental accounting principles and practices including general accounting, accounts payable, accounts receivable and budget control; oral communication skills; basic interpersonal skills; considerable arithmetical ability; auditing ability; ability to understand and apply statutes and regulations; ability to utilize EDP systems for financial information.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of experience in complex clerical accounting or financial examining work.
Note: Complex clerical accounting or financial examining work is defined as routine bookkeeping, financial record-keeping or financial record examining at the level of Financial Clerk.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience.

PREFERRED QUALIFICATIONS

Preference will be given to candidates who possess:

  • Considerable knowledge and experience with CORE-CT Financial System, specifically the Accounts Payable, Accounts Receivable, Asset Management and Purchasing modules;
  • Experience with the audit and reconciliation of petty cash;
  • Experience with asset management and surplus functions;
  • Strong attention to detail;
  • Excellent oral and written communication skills;
  • Proficiency in Microsoft Excel, Word and Outlook.
