The State of Connecticut, State Department of Education invites applicants to apply for a full-time, 12-month Education Staff Assistant  position within the Connecticut Technical Education and Career System (CTECS).  This position is located in Hartford, CT and supports twenty (20) CTECS schools. This position is critical to the core business function of the Connecticut Technical Education and Career System (CTECS) in providing organizational analysis and staffing solutions for the unclassified recruitment of Teachers and Administrators systemwide. 

As CTECS prepares to transition to the Frontline applicant tracking system for unclassified recruitment, the incumbent will be dedicated to assisting in the planning of goals, strategies and final implementation of this project. The transition to an on-line tracking system will require special oversight and deliverables in conjunction with future CTECS education initiatives.

The ideal candidate will possess knowledge of the administration and unions of the SVFT (teachers) and AFSA (principals) contracts and thoroughly understand the recruitment process, transfer periods, salary placement, etc. for these unique contracts.  The incumbent in this position will manage the unclassified recruitment process for all teachers and principals in the Connecticut Technical Education and Career System.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Education assists the Secretary, State Board of Education, in the performance of special assignments in matters pertaining to educational policy and other State Board responsibilities.

EXAMPLES OF DUTIES

Acts as an executive assistant to the Secretary, State Board of Education; prepares policy materials for presentation to the State Board of Education; may work with representatives of the State, Federal, Local and Legislative agencies on educational matters; prepares reports on matters of concern to the State Board of Education as required; participates in the planning of educational goals and strategies; coordinates the dissemination of information to interested parties; assists in the organization and staffing of units of the Department; may assist in developing the State Board of Education agenda; performs research projects as directed; does related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of the basic philosophy of education; knowledge of organizational behavior and planning; ability to plan educational policy; ability to prepare comprehensive reports; ability to develop and maintain cooperative working relationships; administrative ability; considerable skill in oral and written expression.

MINIMUM QUALIFICATIONS

Demonstrated competence to perform the duties and responsibilities of the position as determined by the State Board of Education.

PREFERRED QUALIFICATIONS

Preference will be given to candidates that possess:

  • Three (3) years of experience working in an education agency or school district;
  • Three (3) years of experience conducting the full-cycle of recruitment for staff and faculty in an education institution;
  • Experience utilizing an on-line applicant tracking system, such as JobAps or Frontline to manage a recruitment and selection process;
  • Experience working with the State Vocational Federation of Teachers (SVFT) collective bargaining agreement;
  • Experience working with the American Federation of School Administrators (AFSA) collective bargaining agreement.

SPECIAL REQUIREMENTS

Must hold an appropriate certificate issued by the State Board of Education.
