The State of Connecticut, Department of Revenue Services (DRS) is recruiting for a Research Analyst in the Oversight Unit.

The Oversight Unit works with business customers to determine how business intelligence information and analytical solutions can be leveraged to support business strategies, capabilities, and processes. This unit is accountable for a full spectrum of business analytics functions for multiple workflow/projects of medium to large scope.

This position is a data centric position which has a primary responsibility of supporting strategic initiatives that utilize data services. You will partner with identified State vendors, on various front end tools, projects and ad hoc requests while also collaborating with internal DRS Divisions. The focus will be on learning and understanding the DRS business intelligence platform in order to determine the best and most appropriate sources to help serve our business customers. This position will be responsible for performing and providing aid for functional testing. This position must understand the scope of the assigned project and help to resolve scope questions and issues related to their own work.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for independently performing a full range of tasks in research design and implementation.

EXAMPLES OF DUTIES

Develops and implements formal research projects and assists in these activities on more comprehensive and complex research assignments; analyzes, interprets and prepares data in a variety of ways; prepares narrative and statistical reports; develops computerized databases and analyzes and interprets computer generated reports; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of research methods and techniques; knowledge of statistics; interpersonal skills; oral and written communication skills; ability to analyze data; ability to develop programs and use prepackaged computer programs to perform data analysis; ability to understand agency related policies and procedures as they relate to research.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of professional experience in research, data analysis or economics.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

The preferred candidate will have:

  • Experience in systems development and infrastructure, and working with business and technical staff.
  • Experience providing support in troubleshooting, analysis and resolutions.
  • Experience with time management, including organization, and follow-through, while balancing and prioritizing multiple activities and responsibilities. 
  • Experience making independent decisions
  • Experience communicating in writing and verbally to groups as small as 4-5 and to as large as 100+.
  • Experience managing work independently and collaboratively as part of a team
  • Experience working on multiple tasks, producing accurate results and meeting deadlines.
