Introduction

The State of Connecticut, Department of Public Health (DPH) is hiring! We are seeking a qualified individual for the position of Public Health Section Chief. This Public Health Section Chief will work within the Department of Public Health's Health Statics and Surveillance Section. The Health Statistics and Surveillance section consists of the Office of Vital Records, the Connecticut Tumor Registry, Survey Unit, and the Surveillance Analysis and Reporting Unit. This Public Health Section Chief is responsible for managerial oversight of 40+ staff engaged in these programs.

The State Vital Records Office carries out general supervision and enhancement of the state- wide birth, marriage, death and fetal death registries. The Connecticut Tumor Registry is a population-based resource for examining cancer incidence and trends in Connecticut. The registry’s electronic database of over one million cancers is used to estimate the cancer burden in Connecticut residents and to assist in planning cancer control interventions. The Survey Unit is responsible for the collection of health information to generate health estimates for Connecticut adults and youth through use of two major CDC surveillance systems. The Surveillance Analysis and Reporting Unit (SAR) analyzes and interprets vital statistics, hospital discharge and hospital quality of care data. SAR also works in collaboration with the US Census to produce Connecticut’s annual state and county population estimates by age, sex and race/ethnicity. Data collected by both the Survey Unit and SAR are used to help track the health of Connecticut residents, provide guidance for numerous health programs, and provide a better understanding of health risk behaviors that face our adults and youths.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health this class is accountable for directing the design, development and implementation of multi-faceted health services programs of an assigned section.

EXAMPLES OF DUTIES

Directs the staff and operations of large, multi-faceted health services programs at the section level; develops, implements, communicates and evaluates section policies, procedures, goals and activities; coordinates, plans and manages section programs and activities; interprets and administers pertinent laws and regulations; determines appropriate staffing levels; determines quality assurance and performance standards for staff; directs the preparation of section budget; obtains state and federal funds to maintain and implement programs; maintains contacts with individuals both within and outside of section who might impact on policy, program or regulatory activities; develops and recommends changes to statutes and regulations; reviews and evaluates legislative proposals and reports on health issues; directs preparation of statistical studies and required federal reports; provides testimony at legislative hearings, the courts and public hearings; addresses professional and lay groups and prepares articles for publication on public health issues; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of principles and practices of public health with emphasis on public health administration of programs; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to interpret laws, regulations and statistical reporting data; ability to develop health policies.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years experience in a supervisory capacity in an organization with programmatic and/or regulatory responsibilities for promoting or protecting public health.

Note: For State employees this is at the level of Health Program Supervisor, Supervising Nurse Consultant, Child Care Licensing Supervisor Epidemiologist 4, Environmental Protection Supervising Environmental Analyst, Supervising Sanitary Engineer or Supervising Environmental Sanitarian.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

One (1) year as a Public Health Services Manager may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Experience in the supervision and management of staff in a state, federal, or private public health organization 
  • Experience working with local, state, and federal partners on operation of statewide electronic data surveillance systems. This includes the electronic collection, data quality assurance, analysis, and reporting of data
  • Experience with health information technology; electronic health record (EHR) or electronic database systems management, including development, implementation and interoperability of data systems
  • Experience with the analysis and interpretation of data to assist in the development of public health policy, programs, or for program evaluation
  • Experience preparing and managing grants, contracts, or federal cooperative agreements
  • Experience communicating with a broad range of audiences and the media about public health data systems or public health programs, through speaking publicly, delivering presentations, and conducting meetings, webinars, and teleconferences

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to periodically undergo tests or immunizations for communicable or infectious diseases.
2. Incumbents in this class may be required to undergo and successfully complete security background checks.
3. Incumbents in this class may be required to travel.
