Connecticut Valley Hospital (CVH) is seeking a qualified individual for the Behavioral Health Clinical Manager (PCN 118112) within the Addiction Services Division. These positions are full-time, forty (40) hours per week. The work schedule is 1st shift, 8:00 a.m. to 4:30 p.m., Monday through Friday. This role is responsible for directing and managing clinicians and programs for both the Middletown and Hartford Campuses.

The Addiction Services Division offers inpatient services located in Middletown and Hartford. Both campuses provide two levels of care: Acute detoxification provides care for individuals who are experiencing acute withdrawal from substances. Intensive treatment is available for those who need structure and education in order to start their recovery process.

The Middletown Campus consists of one 20 bed acute detoxification unit, two 30-bed male rehabilitation units and one 30-bed female rehabilitation unit. The Hartford Campus consists of one 21-bed acute detoxification unit and one 21-bed co-ed rehabilitation unit. Both campuses also provide screening services to determine the most appropriate level of care.

The Connecticut Valley Hospital boasts a rich history first opening its doors over 150 years ago in 1868. As the State’s public hospital we provide treatment of mental illness and currently comprised of 18 inpatient units over two campuses (Middletown and Hartford). PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Mental Health and Addiction Services and Developmental Services, this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.

EXAMPLES OF DUTIES

Manages the staff and operations of a clinical program, discipline or specialized area; coordinates, plans and manages program activities; formulates program goals and objectives; develops or assists in the development and implementation of related policy; interprets and administers pertinent laws; monitors and evaluates staff; prepares or assists in preparation of program budget; maintains contacts with individuals both within and outside of program who might impact on program activities; ensures program compliance with standards established by outside monitoring agencies; participates in grant and contract preparation and administration; manages the recruitment, selection and retention of program staff; ensures compliance with quality assurance findings and recommendations; promotes cultural diversity in workplace and ensures client rights; identifies and plans training and development needs; analyzes problems at program level and takes appropriate action; initiates workforce planning and monitors staff utilization to meet identified goals; prepares or oversees preparation of reports; investigates and responds to critical incidents; may represent program in grievances and hearings; may perform clinical duties; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles, practices and issues of behavioral health care; considerable knowledge of resources available to client population; considerable knowledge of agency policies and procedures; knowledge of behavioral health policies and systems; knowledge of recovery principles and practices; knowledge of resources available to client population; knowledge of principles and practices of public and/or health care administration; knowledge of and ability to apply management principles and techniques; knowledge of relevant state and federal laws, statutes and regulations; considerable interpersonal skills; considerable oral and written communication skills; ability to influence actions of others; ability to negotiate, mediate, and resolve conflicts; ability to analyze and synthesize information; ability to collaborate within program, department, agency, and community; ability to interpret standards, contracts and regulations.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of professional experience in Behavioral Health Care and a Master Degree in a clinical discipline, Public Health Administration, Health Care Administration or Hospital Administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional staff.

For State Employees, this is interpreted at the level of Behavioral Health Unit Supervisor; Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.

PREFERRED QUALIFICATIONS

Our ideal candidate will have:
  • Experience working in the field of Substance abuse treatment and programming with extensive measurable success in the development and implementation evidenced based practice clinical programming
  • Extensive experience and success supervising personnel in a recovery-oriented clinical setting

SPECIAL REQUIREMENTS

Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.

Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
