The State of Connecticut, Department of Labor (DOL) has an opportunity for a Labor Department Programs and Services Coordinator for the Montville American Job Center located in Montville, CT. The hours will be 8-4:30 pm, Monday through Friday. This position may require commuting between affiliate offices in Danielson and Willimantic.

The Montville American Job Center (AJC) system is a partnership of organizations in the Eastern region that provide workforce assistance to job seekers and employers. This collaboration of state, regional, and local organizations works as a system to help prepare and train the workforce and offer services that help businesses and industry find talent. We offer a full complement of employment services, including career centers, recruitments, workshops and employment services for veterans. We can also assist with unemployment insurance questions.

PURPOSE OF JOB CLASS (NATURE OF WORK)

CENTRAL OFFICE: In the Department of Labor this class is accountable for leading and coordinating the activities of a program or sub-unit within various functional areas or programs.

FIELD OFFICE: In a Department of Labor Job Center/Connecticut Works Center or other field location this class is accountable for supervising staff providing customer service in the areas of basic services, adjudications, employer services and/or employment planning.

EXAMPLES OF DUTIES

Specific Duties:

  • Supervise day to day operations of the Career Center and AJC floor.
  • Supervise staff engaged in the provision of Wagner-Peyser services.
  • Supervise staff engaged in the provision of RESEA.
  • Supervise staff engaged in the provision of TAA.
  • Supervise staff engaged in the provision of Business Services.
  • Supervise staff engaged in the provision of JSVG (Vet) services.
  • Facilitate staff meetings. Attend and represent DOL at other meetings including Partner and Business Services meetings.
  • Evaluate staff job performance.
  • Monitor & coordinate programs and services delivered in all of the program areas (WP, RESEA, TAA, BSU, JSVG).
  • Utilize intervention skills in interacting with irate customers.
  • May function as office Manager in absence of Director.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; knowledge of management principles and techniques; knowledge of labor market trends and conditions; knowledge of effective interviewing techniques; considerable oral and written communication skills; considerable interpersonal skills; problem solving skills; ability to analyze and interpret laws, regulations, legal precedents and court decisions; ability to assess staff training needs and conduct training; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of technical level experience performing Job Service, Unemployment Insurance or Employment and Training functions.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in an advanced working level capacity at the level of Labor Department Adjudications Specialist, Labor Department Business Services Specialist, Labor Department Career Development Specialist or Labor Department Resource Associate.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in public administration, business administration or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

The preferred candidate will have:

  • Experience mentoring and guiding subordinate staff.
  • Experience working in an American Job Center.

SPECIAL REQUIREMENTS

1. Incumbents in this class assigned to veterans program positions will be required to meet the qualifications set forth in Title 38, i.e. must be veterans, preferably disabled veterans, or other qualified, eligible persons. Any employee who bumps a Labor Department Programs and Services Coordinator in a veterans program position must meet the eligibility requirements under Title 38.

2. Incumbents in this class may be required to speak a foreign language.

3. Incumbents in this class may be required to travel.
