Introduction

The State of Connecticut Military Department (CTMD) is accepting applications for a Financial Clerk position.  This is a full time (40 hours per week, 8:00 am to 4:30 pm) position located in the historic Governor William A. O’Neill Armory, 360 Broad Street, Hartford, CT 06105.  

We are a unique dual-status agency, having both federal and state missions.The federal mission is to maintain properly trained and equipped National Guard units for prompt federalization in the event of war, domestic emergencies or other emergencies. The state mission is to coordinate, support and augment federal, state and local authorities in emergency response, to provide emergency response planning and to conduct community service programs. CTMD’s primary public responsibilities are to train, resource and coordinate state emergency response assets and (2) to plan for and protect citizens and their property in times of war, terrorism, invasion, rebellion, riot or disaster.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for the preparation and/or maintenance of payroll, agency accounts, financial statements, cash accounting or other bookkeeping and record keeping functions in an agency.

EXAMPLES OF DUTIES

Assists in preparation of payroll or independently prepares components of a payroll such as shift differential, holidays and overtime; maintains agency bookkeeping and other financial records; maintains cash journals and ledgers; process payments; assists in preparing financial statements and budgets; balances and reconciles accounts; reviews incoming bids for compliance with purchase orders; may prepare reports; may handle money or checks; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of basic bookkeeping, accounting, and financial record keeping procedures; some knowledge of payroll procedures, financial terminology and coding, statements and budget preparations; skill in performing arithmetical computations; interpersonal skills; ability to perform general clerical tasks; ability to handle large amounts of money; ability to operate a variety of office equipment which includes personal computers, computer terminals, typewriters, calculating machines, cash registers, check writing machines and other electronic equipment.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years' clerical experience in accounting, financial record keeping or bookkeeping.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience.

PREFERRED QUALIFICATIONS

The preferred candidate will possess at least one year experience with:

  • Microsoft Office 365 that involved creating and developing spreadsheets, using macros, pivot tables, VLOOKUP, and importing and exporting data with Microsoft Excel; and developing presentations with Microsoft PowerPoint;
  • PeopleSoft or other software Enterprise Resource Planning (i.e., CORE-CT, specifically the Accounts Payable module and Processing of Purchase Order Payments);
  • Using Generally Accepted Accounting Principles (GAAP);
  • Using verbal and written communication with internal and external customers; 
  • Mathematical and analytical skills;
  • Employment tasks requiring organizational skills and attention to detail.

SPECIAL REQUIREMENTS

Persons having responsibility for supervising or observing the behavior of inmates or custodial clients will be required to possess a high school diploma or General Educational Development (GED) certification by the time of permanent appointment.

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for permanent appointment.
