The Connecticut State Department of Education's Performance Office is seeking an experienced data collections specialist to manage stove-pipe collection systems in the areas of special education, assessment, and other student information. Under the direction of the Bureau Chief, this individual will work collaboratively with colleagues in the Performance Office and across the agency to: 

  • manage multiple data collections from start to finish;
  • create and update documentation that incorporates visuals/screenshots and provides policy background, data definitions, data submission instructions, and data validations;
  • establish a test plan and test the application prior to opening the collection;
  • provide training for new and experienced data providers;
  • communicate regularly with all data providers throughout the collection window and provide them with responsive customer service so data are complete, timely, and accurate by the end of the collection;
  • actively monitor the collection during the data collection window to ensure completeness and accuracy;
  • respond to new legislation/policy requirements by defining the changes/updates that are necessary and working with information technology staff to implement those changes;
  • validate the load of data into the data warehouse and reporting portal – EdSight.

This is a full time position located at 450 Columbus Blvd., Hartford.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Education assists in planning and executing a program for the improvement of education in the State, responsible under supervision for carrying out specific assignments of limited difficulty and scope.

EXAMPLES OF DUTIES

Assists in the development and administration of educational programs and services offered by the State; provides professional leadership and guidance to school authorities, professional organizations, students and various community groups and individuals; may personally administer certain phases of educational programs within the framework of bureau policy; may assist in directing the routine functioning of the bureau; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of the philosophy and methods of education with particular reference to the field concerned; teaching skill; ability to prepare reports; ability to deal effectively with others.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master's degree and three (3) years' professional experience OR in lieu thereof an equivalent combination of experience and training as approved by the Board of Education.

PREFERRED QUALIFICATIONS

The preferred candidate will possess:

  • Two (2) years experience using application systems to open and close, enhance and test;

  • Two (2) years experience communicating information with data providers;

  • Two (2) years of experience writing and maintaining complex technical documents that incorporate text and visual information;

  • One (1) year of experience working in a customer service focused environment providing training utilizing Microsoft Outlook and TEAMS, newsletters, phone and in person sessions;

  • One (1) year of experience utilizing Microsoft Excel to create advanced spreadsheet features such as pivot tables and advanced formulas;

  • One (1) year experience using Microsoft Excel features such as merging/indexing to evaluate data quality, identify anomalies, and implement corrective actions during the collection window;

  • Experience independently organizing and managing projects.

SPECIAL REQUIREMENTS

Must hold an appropriate certificate issued by State Board of Education.
