This position requiresPossession of a valid Professional Engineer (PE) license from the Connecticut Department of Consumer Protection. Please provide your Professional Engineer (PE) license information on your application. As well as a valid driver's license to travel and attend meetings, conferences, or trainings and accomplish field visits. At times you will be expected to complete these duties outside of normal working hours as required.

You will help us:

  • Direct staff and field operation activities of the district including planning and coordinating of highway surveys and monumenting of all highway projects.
  • Supervise consultant engineering contracts relative to construction, engineering, inspection, and location of all types of highways and structures.
  • Prepare field data necessary to develop highway project plans and specifications.
  • Lay out field plans to guide contractors.
  • Inspect and supervise construction and reconstruction of highways and structures.
  • Recommend specific design changes during construction, etc. (see full list of examples of duties below) 

Work/Life Balance: Monday-Friday 40 hours per week 1st shift in Norwich or Thomaston, CT.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for directing the highway engineering activities in a district office.

EXAMPLES OF DUTIES

Directs staff and field operation activities of the district including planning and coordinating of highway surveys, monumenting of all highway projects, supervision of consultant engineering contracts relative to construction engineering and inspection, location and construction of all types of highways and structures, the preparation of field data necessary to development of highway project plans and specifications, laying out of field plans to guide contractors, inspection and supervision of construction and reconstruction of highways and structures and recommendation of specific design changes during construction; formulates program goals and objectives and assists in development of related policy; assists in preparation of district budget; interprets and executes pertinent laws; trains and evaluates staff; maintains contacts with town officials, legislators, the public, media representatives and contractors regarding construction and related environmental issues; settles controversies or refers complaints to higher authority; represents department at public hearings regarding transportation projects; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of the principals and practices of civil engineering as applied to highway and bridge construction; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of relevant agency policies and procedures; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of professional experience in the planning and execution of complex transportation engineering projects.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a supervisory capacity with responsibility for the planning and conduct of complex transportation engineering projects.

Notes:
1. Supervisory capacity is interpreted as scheduling, assigning and overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.
2. For State employees, the Special Experience is interpreted at or above the level of Transportation Supervising Engineer (Construction Engineering) (Engineering).

PREFERRED QUALIFICATIONS

  • Construction Management Background.
  • Knowledge of laws and regulations specific to the state's contracting process, or that of similar complex governmental agencies.
  • Experience in managing complex highway and vertical construction projects.

SPECIAL REQUIREMENTS

Incumbents must possess Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.
