The State of Connecticut, Department of Children and Families (DCF) is recruiting for Supervisors of Transportation Operations. These first and second shift positions are full-time, 37.5 hours per week. The schedule is Monday through Friday with (flexible) non-standard rotational schedules on weekends and holidays. These positions will supervise drivers and administrative staff of the Centralized Transportation Unit. Our central dispatching is based in Middletown, CT. This unit provides safe transportation of children and families served by the Department, covering the entire state.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for supervising employees engaged in the various aspects of the systematic transportation of goods and/or people.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations on the development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; establishes daily and periodic routes for the transportation of goods and people; estimates cost of transportation services and project budgets; prepares annual budgets for unit; maintains inventory of equipment and supplies; schedules and supervises the maintenance of assigned vehicles; may supervise snow removal operations; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of methods and equipment utilized to transport goods and people; considerable knowledge of methods of repair of automotive equipment; considerable interpersonal skills; considerable oral and written communication skills; ability to perform mechanical repairs; ability to operate assigned motor equipment; ability to maintain records such as personnel records, inventories of supplies, maintenance schedules, route schedules, etc.; ability to establish a budget and maintain a running balance of funds expended; ability to utilize computer software; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in the operation and/or maintenance of fleet vehicles.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have included the responsibility for scheduling routes and assigning drivers.

PREFERRED QUALIFICATIONS

Experience in the following areas:
  • working with and/or transporting of children and special needs populations
  • 5 years' experience supervising staff of 20 or more
  • 5 years' experience in planning/scheduling and coordinating vehicle maintenance and/or repairs
  • Knowledge and experience related to relevant State laws/regulations governing passenger safety, safety procedures and/or protocols
  • Estimating cost of transportation services and projecting budgets
  • Utilizing ground transportation scheduling software
  • Preparing reports and correspondence
  • Writing incident reports
  • Providing timely and excellent customer service

SPECIAL REQUIREMENTS

Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
2. A physical examination may be required.

Incumbents in this class may be exposed to hazardous road conditions when driving.
