Introduction

The State of Connecticut, Office of Health Strategy (OHS) is currently recruiting for a Director of Healthcare Innovation to  lead and manage the HealthCare Innovation team and the projects under it. This is a senior leadership position within OHS to help shape the vision of the agency and to lead and manage complex initiatives to contain costs and improve healthcare delivery in Connecticut. The person in this position must have experience in research and strategies in the field of healthcare innovation related to the mission of OHS.

Responsibilities will include management of staff and contractors; analysis of data and preparation of reports and presentations; leading committees and collaborations with partners and stakeholder groups in Connecticut and nationwide which may include healthcare accreditation organizations, providers, consumers, employers, payers, state leaders and other state agencies; interpreting and applying relevant state and federal laws and regulations; developing grant proposals from state, federal and philanthropic sources; overseeing programmatic budgets; and representing OHS at public events and providing testimony before state legislative committees. This position reports to the Executive Director.

This is a full time, 40 hour per week position. The work schedule is typically Monday through Friday.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Health Strategy this class is accountable for directing statewide initiatives to transform and align providers, consumers, employers, payers and state leaders around healthcare reforms.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of care delivery and payment reform initiatives under the Affordable Care Act (ACA), innovation initiatives through the Center for Medicare and Medicaid Innovation (CMMI) and other state and federal initiatives; considerable knowledge of principles, methods and procedures in healthcare financing and administration including planning, organizing, financing, evaluating and reimbursement; considerable knowledge of and ability to execute and sustain health system performance improvement initiatives; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in an administrative capacity in the management of a large public health or health insurance program. 
Note: Administrative capacity must have included personnel management responsibility for an entity with programmatic budget responsibility of at least $2,000,000.

PREFERRED QUALIFICATIONS

  • Experience addressing healthcare reform including initiatives such as quality measurement; primary care reform; cost containment, care delivery and payment reform;
  • Advanced knowledge about the health insurance market and healthcare financing;
  • Experience managing complex projects including supervising staff and consultants, setting goals and priorities, and overseeing budgets and grant requirements;
  • Experience analyzing data and preparing reports;
  • Advanced oral and written communication skills including public speaking.

SPECIAL REQUIREMENTS

An advanced degree in public health, health care management/administration, health insurance administration, health care planning, nursing, psychology, medicine or other related health care field is required.
