The Department of Revenue Services is seeking to promote/reclassify two (2) current agency employees to a Tax Corrections Examiner 2 in the Registration/Electronic Commerce Unit. 

This is a (40) hours per week position, working Monday through Friday, located at 450 Columbus Boulevard, Hartford, CT. 

The Registration/Electronic Commerce Unit is comprised of two teams; each concentrating on taxpayer registration and electronic filing.  They are multi-functional teams specializing in all tax types administered by DRS.  As a one-stop customer service center, the mission of Registration/Electronic Commerce Unit is to process all tax registration applications and renewals, issue tax registration numbers, licenses, permits and/or decals, administer the Agency’s Taxpayer Service Center (TSC), administer Modernized Electronic Filing (MEF) and Electronic Funds Transfer (EFT) while providing the highest level of taxpayer service in a timely manner by:  responding to taxpayer inquires via phone, fax, email and written correspondence; reviewing and assisting with filing registration applications and tax returns; maintaining and adjusting account demographic data; managing the electronic filing of returns payments, which generate bills and issue refunds.

These positions are accountable for providing registration and electronic filing related service by responding to taxpayer inquires via phone, fax, email and written correspondence; reviewing and assisting with filing registration applications and tax returns; assisting taxpayers with filing through the Agency’s Taxpayer Service Center (TSC) and through the Modernized Electronic Filing Program (MEF).  In addition, the positions will assist taxpayer with making payments via Electronic Funds Transfer (MEF), maintaining and adjusting account demographic data; generating bills and issuing refunds.  TSC is transitioning to a new system which will not only require education of taxpayers on navigating the new system, but due to increased messaging capabilities of the system there will be an increased availability to respond to taxpayer emails and questions.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services, this class is accountable for performing a full range of tasks involving the correction problems of a section for input into financial data systems.

EXAMPLES OF DUTIES

Examines, analyzes and resolves the more difficult and complex correction problems of the section requiring application of a variety of tax statutes and a familiarity with the intricacies of financial data systems; analyzes and adjusts billings questioned by taxpayers or other department employees, mathematically incorrect tax returns, complex registration problems or other correction problems which cannot be resolved at a lower level; reads and interprets taxpayer correspondence and determines correct course of action to insure accuracy of taxpayer file data; contacts taxpayers, revenue examiners, accountants or attorneys to discuss and resolve complex tax liability correction problems; trains subordinates in effective methods and procedures of utilizing financial data systems; suggests alternate methods of improving the work of the section; assists in the preparation and updating of procedures manual pertaining to the section; provides technical assistance in revising tax forms; may assist in assigning work to section employees; may review work of section employees; may recommend changes in existing tax legislation; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of the procedures for edit and updates of returns and assessments into financial data systems; knowledge of the tax statutes relating to allowable deductions, computation of tax, interest and penalties and filing dates; knowledge of basic tax accounting and auditing methods and procedures; interpersonal skills; oral and written communication skills; considerable ability to analyze various tax forms and statements; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in tax investigation, tax accounting, tax auditing or tax processing.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have involved the review and analysis of edits and updates to a computer system at or above the level of Tax Corrections Examiner 1.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to speak a foreign language.
