DMHAS is currently recruiting for Hospital Division Director for the General Psychiatry Division (GPD) of CVH.  GPD provides services to individuals with an array of mental health diagnoses.

We are conveniently located in Middletown, CT, off of Route 9. The schedule for this position is first shift, 8:00 a.m. to 4:30 p.m., Monday through Friday, 40 hours weekly.  The position number is 84266.  

The Hospital Division Director will report to the Chief Executive Officer and provide leadership and administrative direction to an interdisciplinary treatment team of mental health professionals.

  • Oversee the development of programs and activities for a diverse population of mental health clients with various levels of treatment needs and comorbidities; 
  • Implement new procedures and procedural revisions regarding patient care;
  • Perform staff performance review standards; 
  • Ensure compliance with state and federal regulations pertaining to psychiatric health care programs, services, and operations; 
  • Participate in developing processes and practices to improve quality and cost of patient care; 
  • Chair and/or participate in any risk management committee within GPD (i.e., Division Review Committee); 
  • Ensure patient safety; and 
  • Prioritize patient care while assuring employees follow hospital procedure and protocols.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Mental Health and Addiction Services state in-patient hospital this class is accountable for directing a major in-patient mental health, substance abuse,or forensic treatment division with multiple clinical programs and administrative and/or support operations.

EXAMPLES OF DUTIES

Administers staff and programs of a major division at a state hospital; plans, develops, directs and manages all clinical and administrative programs and functions; ensures conformance and compliance with agency mission, goals, and objectives; serves as member of executive team in development, implementation and evaluation of policies, goals, objectives and strategic plan; develops and implements treatment program performance standards; develops, implements and evaluates program policies, goals and objectives; coordinates accreditation and/or certification activities for division; develops, implements and evaluates division or Local Mental Health Authority workforce plan; interprets and administers pertinent laws and regulations; acts as liaison within and outside of facility with individuals and groups who impact on program activities; prepares and monitors division budget; promotes cultural diversity in workplace and assures client rights; represents divison/hospital/agency in grievances and/or other hearings; may investigate and respond to critical incidents; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of and ability to develop strategic plans; considerable knowledge of behavioral health policies and systems; considerable knowledge of principals, practices and issues of behavioral health care; considerable knowledge of principles and practices of public and/or health care administration; considerable knowledge of managed care systems; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to negotiate, mediate and resolve conflicts; considerable ability to collaborate within hospital, department, state, community and agency constituent groups; ability to establish and manage multiple priorities.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in Behavioral Health Care and a Masters Degree in a clinical discipline, Public Health Administration, Health Care Administration or Hospital Administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Four (4) years of the General Experience must have been in a managerial capacity directing clinical operations or the delivery of behavioral health care services. This includes the supervision of professional behavioral health care staff.

For state employees, this is at the level of a Mental Health Services Clinical Manager 1/Department of Mental Health and Addiction Services Behavioral Health Manager or above.

NOTE: Managerial capacity is defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies and developing and monitoring a budget.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to possess appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or clinical psychologist.
